				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>David Cameron gave a speech in London November 23, in which he said that he will be &#8220;tough but intelligent&#8221; on crime. He said crime should not be viewed in terms of black and white, either lock them all up or let them go. Cameron instead called for rehabilitation and tougher sentences for those who continually re-offend and do not reform.</p>
<p>Currently only those who are in prison for a year or longer are offered rehabilitation while in prison. However in his speech, Cameron said that he wants rehabilitation to be offered to all those who are in jail, in order to target those who are consistently serving short sentences and then re-offending. He said, &#8220;Prevention is the cheapest and most effective way to deal with crime.&#8221;</p>
<p>This speech by Cameron on rehabilitation for criminals comes a week after the UK Drug Policy Commission published a report titled: &#8220;A Fresh Approach to Drugs.&#8221; One of the recommendations of this report is to &#8220;&#8230; make the criminal justice system more focused on recovery.&#8221; The report also says, &#8220;sending to drug users to prison without appropriate support either inside or on their release may lead to a a higher risk of death&#8221; or &#8220;reduced risk of recovery because their treatment is disrupted.&#8221; It stresses the need for proper rehabilitation to stop criminals from re-offending.</p>
<p>Cameron then went on to say he wants to see payment by results spread right across rehabilitation and that &#8220;&#8230; with payment by results your money will go into what works.&#8221; This is similar to another of the recommendations within the UKDPC’s report. The report highlights the fact that there are many drug treatment programs that simply do not work and says they should no longer be supported. With Cameron’s payment by results scheme, those rehabilitation programs that do not work will receive no money, therefore cutting off the support that these defective programs receive. However, this could lead to companies ignoring those deemed to be too hard to reform, and instead lead them to focus on reforming the criminals who are easy to rehabilitate, in order to make more profit.</p>
<p>What Cameron also failed to mention in his speech was just how he plans to afford to pay for those programs which have promising results. At the moment, with a lack of details about when it will happen or where the money will come from, this approach to crime that he has outlined appears to be more of a wish list for how he would like to deal with crime than what he actually plans to do.</p>
<p>However if he was to follow a few more of the recommendations outlined in the UKDPC’s report, such as reduced sanctions for possession of drugs by making it a civil rather than criminal offense, then the money to make this a reality could become available. Making possession a civil problem means anyone found guilty would be fined or sent to drug awareness sessions rather than be sent to jail. The report says changing this &#8220;could potentially result in less demand on police and criminal justice time and resources,&#8221; thus helping to reduce the 3 billion pounds currently spent fighting drugs each year.</p>
<p>If they were to make the possession of drugs a civil offense, then the lesser strain on police time and resources could potentially save billions, thus freeing up money to be spent on Mr. Cameron’s payment by results plan. Not sending criminals to jail for possession could also result in prisons having more spaces available, which could be used to house those re offenders which Cameron say should be given longer prison sentences.</p>

The report examines vehicle theft data submitted by law enforcement to the National Crime Information Center (NCIC) and determines the vehicle make, model and model year most reported stolen in 2011.</p>
<p>For 2011, the most-stolen vehicles in the nation were:</p>

<p>Each year, NICB reviews all NCIC vehicle theft records to produce its national and state lists of the 10 most-stolen vehicles. Hot Wheels is the only report that examines all theft data without regard to a vehicle&#8217;s insured status − if a vehicle was reported stolen to law enforcement, it is captured in this report.</p>
<p>The top 10 places were evenly split in 2011 with five belonging to foreign brands and five to U.S. automakers. Most popular models among the domestic brands were Ford, Dodge and Chevrolet pickup trucks each holding one spot with the Dodge Caravan and Ford Explorer rounding out the domestic models.</p>
<p>Once again, 2011 is on track to continue the national vehicle theft decline. Preliminary 2011 FBI crime statistics indicate a 3.3 percent reduction from the 737,142 thefts recorded in 2010. Vehicle thefts have not been this low since 1967.</p>
<p>&#8220;While overall thefts continue to decline, we are seeing a trend toward increases in the thefts of late model vehicles − ones that are theoretically harder to steal due to sophisticated key code technology,&#8221; said NICB President and CEO Joe Wehrle.</p>
<p>&#8220;Today&#8217;s vehicle thieves are typically professional criminals who have figured out how to get the key code for a specific vehicle, have a replacement key made, and steal the vehicle within a matter of days. We are aware of nearly 300 thefts that took place in the first three months of this year in which we believe replacement keys using illegally obtained key codes were used to steal the vehicle. We are working closely with our member companies, law enforcement, and the vehicle manufacturers to track these illegal key code transactions and stop the thefts or recover the stolen vehicles before they can be resold here or shipped out of the country to be sold overseas.&#8221;</p>
<p>Even one theft is one too many if it happens to you. NICB urges motorists to follow its &#8220;layered approach&#8221; to auto theft prevention. By employing these simple, low-cost suggestions, people can make their vehicles less attractive to thieves.</p>
<p>NICB&#8217;s four layers of protection are:</p>
<ul>
<li>Common Sense:  Lock your car and take your keys. It&#8217;s simple enough, but many thefts occur because owners make it easy for thieves to steal their cars.</li>
<li>Warning Device:  Having and using a visible or audible warning device is another item that can ensure that your car remains where you left it.</li>
<li>Immobilizing Device:  Generally speaking, if your vehicle can&#8217;t be started, it can&#8217;t be stolen. &#8220;Kill&#8221; switches, fuel cut-offs and smart keys are among the devices that are extremely effective.</li>
<li>Tracking Device:  A tracking device emits a signal to the police or to a monitoring station when the vehicle is stolen. Tracking devices are very effective in helping authorities recover stolen vehicles. Some systems employ &#8220;telematics,&#8221; which combine GPS and wireless technologies to allow remote monitoring of a vehicle. If the vehicle is moved, the system will alert the owner and the vehicle can be tracked via computer.</li>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Washington, U.S.A. &#8211; During a briefing with Congress on Attorney General Eric Holder&#8217;s Task Force on Children Exposed to Violence, Justice Department officials and task force co-chairs Joe Torre and Robert Listenbee, Jr. described their comprehensive work since the task force launch in October 2011 and discussed lessons learned through four public hearings held across the country over the last nine months.</p>
<p>The task force is a key part of Attorney General Holder&#8217;s Defending Childhood initiative to address children&#8217;s exposure to violence and will present policy recommendations in a final report to the Attorney General later this year.</p>
<p>At the briefing, Joe Torre, a Yankee legend, executive vice president of Major League Baseball and founder of the Joe Torre Safe At Home Foundation, described the impact of witnessing abuse as a child.</p>
<p>&#8220;It took decades before I finally started to talk about the violence in my childhood,&#8221; Torre said. &#8220;And as the task force has heard from one person after another, things haven&#8217;t changed enough.  Every child deserves a safe home, a safe school, and a safe community.&#8221;</p>
<p>The task force held four hearings from November 2011 to April 2012 in Baltimore, Albuquerque, N.M.,Miami and Detroit, and heard personal testimony from 65 people from 27 states and the District of Columbia. These included survivors of violence, young people, social service providers, medical personnel, researchers, practitioners, advocates, tribal and local officials, private foundation representatives, and community residents.</p>
<p>&#8220;Violence hurts children across the country—whether they live in urban, rural or tribal communities,&#8221; said Acting Assistant Attorney General for the Office of Justice Programs Mary Lou Leary. &#8220;The Department of Justice is committed to reducing this impact and identifying concrete ways to make our children and our communities safer.&#8221;</p>
<p>The task force is composed of 13 leading experts, including practitioners, child and family advocates, academicians and licensed clinicians.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>London, England &#8212; GSMA Latin America have announced the commitment of the main mobile network operators (MNOs) in Latin America to collaborate with the regional governments in initiatives designed to reduce mobile phone theft and related crime. This voluntary initiative of GSM MNOs will allow the sharing of stolen mobile device information in order to block stolen devices and make their trafficking and reuse across the region more difficult.</p>
<p>At a meeting of the Chief Regulatory Officers Group for Latin America (CROG Latin America), public affairs representatives of the regional MNOs agreed on the steps to start exchanging stolen handset information via the GSMA&#8217;s IMEI Database. The agreement implies the information shared between MNOs be used to identify devices reported as stolen from users to ensure they are recognised and eventually blocked subject to local regulations.</p>
<p>Javier Delgado, Chair of the CROG Latin America, highlighted that: &#8220;This joint effort by all regional operators to be part of this initiative will help regulators in our countries to face and address this scourge.&#8221;</p>
<p>This coordinated action by mobile operators is already showing results in Central America, where industry and telecommunications regulators in Costa Rica, El Salvador, Guatemala, Honduras and Panama are aligning their efforts to facilitate the identification and blocking of stolen devices. &#8220;The idea is to build upon the experience of collaboration between telecom operators and governments carried out in Central America and expand it country-by-country throughout the region over the next six months,&#8221; said Delgado.</p>
<p>The creation by the Inter-American Telecommunication Commission (CITEL) of the <em>Regional Front to Fight against the Theft of Mobile Terminal Devices</em> was a key element of the resolution approved in 2011 by CITEL during the meeting of the Advisory Committee (CCPI).  Among the proposals of this resolution, it recommended: &#8216;Regulating at the regional level the exchange of black-listing databases and blocking their unique identification codes (IMEI) to prevent the activation and use of cell phones stolen in other markets and helping to control illegal trafficking of devices among the region&#8217;s countries&#8217;.</p>
<p>&#8220;Sharing of information via the global IMEI Database is an important collaborative step that our member MNOs are willing to take and is also proof of how public and private sectors can work together to address specific issues of concern to society and governments,&#8221; emphasised Sebastian Cabello, GSMA Latin America Director. &#8220;While information sharing can help to reduce crime, it is essential to explore and adopt other measures to ensure appropriate detection, prosecution and punishment of such crimes.&#8221;</p>
<p>GSMA member operators that are committed to connect to the stolen handset database and to implement measures to block stolen terminals in all countries where they operate in Latin America are:America Movil, Antel, Cable &amp; Wireless Panama, Corporacion Digitel, Entel Bolivia, Entel Chile,  ICE, Tigo Colombia, Nextel/NII Holdings, Nuevatel PCS Bolivia, Orange Dominican Republic, Telecom Italia and Telefonica.</p>
<p>The agreement, full implementation of which is expected to conclude in March 2013, covers more than 500 million mobile connections throughout the region. The GSMA will continue working to promote the adoption of these guidelines to all GSMA member companies in Latin America through the signing of memorandum of understandings among operators on a country-by-country basis.</p>

<p>&#8220;For more than two years, Lilly has cooperated with this criminal investigation – providing important information to federal and local authorities to help piece together the details of the theft,&#8221; said Maria Crowe, President, Manufacturing Operations, Eli Lilly and Company.</p>
<p>&#8220;We applaud the dedication of the Enfield Police Department, the Federal Bureau of Investigation, Department of Justice prosecutors in New<br />
Haven, Newark, and Miami, and the Miami Organized Crime Drug Enforcement Task Force,  who have worked tirelessly to identify and apprehend those suspected of being involved in the March 2010 burglary,&#8221; said Crowe.</p>
<p>The pharmaceuticals taken from Lilly&#8217;s warehouse have been successfully recovered, preventing them from entering pharmaceutical distribution channels. Lilly plans to destroy the products when they are no longer needed as evidence.</p>
<p>Crowe added that Lilly is committed to partnering with the Food and Drug Administration, law enforcement, and other officials and organizations to help ensure patient safety and the secure distribution of Lilly medicines.</p>
<p>To that end, in addition to strengthening security for its facilities and pharmaceutical transportation, Lilly is one of seven pharmaceutical companies that formed the Coalition for Patient Safety and Medicine Integrity in 2011<em>. </em>Two primary goals of the coalition are to protect patients from risks posed by stolen and inappropriately handled medical products that enter legitimate distribution channels and increase the associated federal criminal penalties for crimes involving stolen medical products.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Teamster Local 2011 strongly opposes a new policy by the Florida Department of Corrections to suspend supervision of offenders while in the community, including violent criminals and drug offenders.  This policy would prevent officers from enforcing court-ordered curfews for offenders until June 30.</p>
<p>Some probation officers have been notified of this new policy by e-mail.</p>
<p>Probation officers believe field visits to probationers are a proactive way to prevent future criminal activity.  &#8221;I find guns, drugs, incidences of credit card fraud and other illicit activity in a probationer&#8217;s home, not when they come to visit me in my office,&#8221; said Kimberly Schultz, a parole and probation officer in Miami.</p>
<p>Robert Sparkman, a probation officer in Lakeland, said an added burden will be placed on local police to track down violent probationers without the help of probation officers. &#8220;On Tuesday, an officer in our office assisted local police in serving a warrant on an aggravated stalker. He wasn&#8217;t home and they put out a BOLO (Be On the Lookout). Under the new policy, they wouldn&#8217;t know he&#8217;s gone for 45 days.&#8221;</p>
<p>Jarrott Jarvis, a probation supervisor in Madison County, said the rate of absconders will skyrocket under the new policy. &#8220;We spend hundreds and hundreds and hundreds of hours tracking down absconders,&#8221; he said. &#8220;When this policy expires on June 30, finding absconders is going to be like looking for a needle in a haystack.&#8221;</p>
<p>Christina Bullins, a probation officer in Miami, says the new policy is &#8220;capricious.&#8221; &#8220;Based on the court&#8217;s ruling, you can spend $20,000 to incarcerate someone for robbery, but if they are sentenced to Community Supervision, we&#8217;re not willing to pay for a tank of gas to keep the community safe?&#8221;</p>
<p>&#8220;How on earth will law enforcement officers keep their communities safe when home visits to violent criminals and drug offenders are prohibited?&#8221; said Ken Wood, Acting President of Teamsters Local 2011, which represents 20,000 FDOC officers. &#8220;This new policy is not only dangerous and illegal, but the only money it saves is the price of gasoline.&#8221;</p>
<p>The Teamsters are exploring their options for challenging the new FDOC policy.</p>

They were charged with first-degree murder for these so-called “honor killings” and were sentenced to 25 years in jail with no chance of parole by a court in Kingston, Ontario. The jury deliberated for two days before Mohammad Shafia, Tooba Mahommad Yahya, and their son Hamed were declared guilty.</p>
<p>Judge Robert Maranger deemed the murders “heinous” and “cold-blooded” and believed the evidence backed up the verdict. He said, &#8220;The apparent reason behind these cold-blooded, shameful murders was that the four completely innocent victims offended your completely twisted concept of honor.</p>
<p>It’s a sick notion of honor that has no place in a civilized society.” Mohammad Shafia and his wife protested this statement. Tooba Yahya proclaimed in her defense, “I am not a murderer. I am a mother,&#8221; and her husband responded, “We are not criminals. We are not murderers. We didn’t commit murder. This is unjust.”</p>
<p>After the verdict was given, Rob Nicholson, the Canadian Justice Minister, said the custom of “honor killings” is “barbaric and unacceptable in Canada.” The couple’s defense attorneys plan to appeal their sentences.</p>
<p>The victims were their three daughters, Zainab Shafia, Sahar Shafia, and Geeti Shafia, and Shafia’s first wife from his polygamous marriage, Rona Amir Mohammad. Many witnesses testified against the family and spoke of the abuse and death threats the four women had to endure. The eldest two daughters had boyfriends without their father’s permission which was another point of contention. The four women’s bodies were discovered in a submerged car near Kingston at a Rideau Canal lock in 2009.</p>
<p>The prosecutors said that the couple and their son attempted to cover up the &#8216;honor killings&#8217; and make the murders look like an accident. It was thought that the father was ashamed of his daughters for damaging their family’s reputation through their choice in clothes and for reporting to school officials the abuse they experienced at home. Their internet use and socializing also were thought to have shamed the family, according to the prosecution.</p>
<p>The defense attorneys in turn claimed that the eldest daughter stole the car for fun late one night while the family was asleep in a motel on their way back from vacation. Their bodies were found the next morning. Hamed stated that he saw the accident, but did not phone the police from the scene. According to Chief Stephen Tanner, an email was received from a person who was most likely a family member, claiming that the supposed accident was, in reality, an “honor killng”.</p>
<p>Proscutor Gerard Laarhuis said of the guilty verdict, “This jury found that four strong, vivacious, and freedom-loving women were murdered by their own family in the most troubling of circumstances.” There have been 13 honor killings in Canada since 2002. These types of slayings are more common in the Middle East and South Asia, and most of the victims are women.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>On January 23, the National Center for Missing &amp; Exploited Children released the results of its latest survey regarding the number of registered sex offenders located in the U.S.  The organization&#8217;s most recent survey of states found there are 747,408 registered sex offenders in the country today, which represents an increase of 7,555 offenders from the previous survey in June 2011.</p>
<p>NCMEC conducted its first survey in 2006, which showed there were 606,816 registered sex offenders in the U.S.  In just five years, an additional 140,592 convicted sex offenders have been added to sex offender registries across the country, an increase of 23.2%.  The three states with the largest number of registered sex offenders are California (106,216), Texas (68,529), and Florida (57,896).</p>
<p>&#8220;The courts have long held that the requirement that a convicted sex offender register with authorities is not punitive, it is regulatory,&#8221; said Ernie Allen, president and CEO of NCMEC.  &#8220;It is a reasonable measure designed to provide important information to authorities and to help protect the public, particularly children.</p>
<p>These registries are especially important because of the high risk of re-offense by some of these offenders, and the fact that most of the victims of America&#8217;s sex offenders are younger than 18 years of age.&#8221; The first sex offender registry was created in 1947 in California.  Today, every state has such a registry.</p>
<p>NCMEC created the survey in 2006, following the enactment of the Adam Walsh Child Protection and Safety Act in July of that year.  Each year since the survey was created, NCMEC contacts the sex offender registry in each state as well as registries located in the District of Columbia and five U.S. territories (Puerto Rico, the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands).</p>
<p>In the U.S. Virgin Islands, St. Thomas and St. Croix maintain separate sex offender registries, bringing the total number of registries surveyed to 57. &#8221;America has awakened to the threat posed by sex offenders,&#8221; said Allen.  &#8220;Today, there is a system in place.  Law enforcement is more vigilant and common-sense steps have been taken to better protect the public, particularly the children.&#8221;</p>
<p>NCMEC has conducted 13 sex offender register surveys since 2006 and were performed quarterly until 2009.  Since then, they have been done twice each year.</p>
<p>In 2006, NCMEC also created a special dedicated Sex Offender Tracking Team.  This group of analysts &#8212; working with the U.S. Marshals Service and state and local law enforcement &#8212; accesses donated public records data and aids in locating an estimated 100,000 noncompliant or fugitive sex offenders.</p>
<p>To date, NCMEC has received 15,802 requests from law enforcement nationwide to assist in locating noncompliant sex offenders and has provided 15,763 analytical leads packages to law enforcement, resulting in the apprehension of thousands of fugitives.</p>

<p>On assembly lines pioneered by Henry Ford, roughly 50,000 utilitarian Model T Touring Cars would be cranked out in 1912 — at a cost to eager buyers of $690.  While some Americans today annually spend that amount and more on coffee, $690 was a small fortune in 1912, resulting in the creation of a new class of criminal − the car thief.</p>
<p>The theft of three Chalmers brand automobiles from the streets of Chicago in the summer of 1912 led to the creation of the Automobile Protective and Information Bureau (APIB) under the leadership of Fred J. Sauter, whose employer, Boston Insurance Company, insured one of the vehicles.  Two different insurance companies covered the other vehicles.</p>
<p>Sauter recognized the efficiency in collaborating with the other companies rather than individually pursuing leads to recover the vehicles. Moreover, by casting his new organization as the bridge between insurers and law enforcement he established the model that exists to this day.</p>
<p>Recognizing Sauter&#8217;s success, several other organizations attempted to replicate APIB only to cause confusion among insurers and law enforcement as to which organization was the single point of contact for information.</p>
<p>All of that was solved in 1927 when the various groups were consolidated into the National Automobile Theft Bureau (NATB).  Fred Sauter was elected as NATB&#8217;s chairman and held that position until he retired in 1962.  Over the years, NATB built a reputation—unparalleled to this day—as the only organization whose special agent investigators define the term &#8220;subject matter experts&#8221; when discussing stolen vehicle identification.</p>
<p>NATB agents were routinely requested to find hidden vehicle identification numbers (VINs) or to &#8220;raise&#8221; identification numbers that had been removed by auto thieves attempting to hide the true identity of a stolen vehicle.</p>
<p>In 1992, NATB merged with the Insurance Crime Prevention Institute (ICPI) to form the National Insurance Crime Bureau (NICB).  The merger combined the vehicle investigation expertise of the NATB with the insurance fraud prevention knowledge of ICPI and established NICB as the premier not-for-profit insurance crime investigation company.</p>
<p>In recent years, vehicle theft has declined, due to better anti-theft technology and law enforcement efforts, and many of the professional thieves have moved on to more insidious and lucrative kinds of insurance crimes — such as medical fraud and cargo theft.  And NICB, while maintaining its core mission of vehicle recovery, has also taken a lead role in combating these crimes.</p>
<p>When <span style="text-decoration: underline"><a href="http://www.toonaripost.com/wp-admin/www.nicb.org" target="_blank">NICB</a></span> questionable claims&#8217; analysis showed a dramatic increase in medical fraud associated with auto policies, NICB established, in 2002, its first Major Medical Fraud Task Force (MMFTF) operations in south Florida and New York City.  Consisting of dedicated NICB special agents and analytical resources, these task forces also work closely with law enforcement and insurance company special investigation unit personnel.</p>
<p>The task force environment puts those resources together where communication, cooperation, collaboration and coordination are easily and effectively accomplished.  The result is a more coordinated and comprehensive attack on the most egregious kinds of medical fraud occurring within the task force&#8217;s jurisdiction.</p>
<p>The MMFTF model has been so successful that it has been replicated in Houston, Los Angeles,Washington, D.C., Edison, New Jersey (serving the Philadelphia and Delaware areas) and a secondFlorida task force was recently added in Tampa where Florida&#8217;s no-fault law enables auto policy medical fraud to thrive.</p>
<p>Every day millions of tons of merchandise are shipped by truck, train, rail and plane to destinations all across the nation.  While most arrive without incident, a growing number of shipments are stolen in transit by organized groups or individuals eager to make a fast dollar by selling the items through an established network of illicit brokers with direct access to black markets.  In response to this increasing commercial criminal activity, in 2006, NICB and the Marion County, Florida sheriff&#8217;s department established the National Cargo Theft Task Force.</p>
<p>&#8220;Insurance crime is causing billions of dollars in economic harm to the nation, the insurance industry and to individual consumers every year,&#8221; said NICB President and CEO Joe Wehrle.  &#8221;The schemes have evolved and have become more complex, but there is one constant through the ages; someone is getting something to which they are not entitled and for which all of us must pay.</p>
<p>&#8220;While the Chalmers automobile that was a popular theft target on the streets of Chicago a century ago may not have survived, NICB has not only survived, but has evolved into an organization that its 1,100 member companies and its law enforcement partners across the country can be proud to support.&#8221;</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Recently Facebook Inc. has been working with the state of California concerning incarcerated prisoners who were illegally updating Facebook pages through the use of contraband cell phones and friends outside the prison.</p>
<p>Facebook has agreed to take down the Facebook page of any prisoner who has had his or her account updated either by that individual or by friends outside the prison. Any prisoner who had an existing account prior to being incarcerated will not have their pages deleted.</p>
<p>Prisons do not allow inmates to have cell phones, but, according to the NY Times January 2, 2011 article on the subject, they are often able to obtain these devices by bribing prison guards with up to $1,000 for a single phone.</p>
<p>While visitors are searched both on the way in and out of the prison, guards are not subject to the same searches. Currently, if a guard is found smuggling contraband into the prisoners, the guard is usually fired but no criminal charges are brought.</p>
<p>This has led Senator Alex Padilla to try to have Bill 26 passed in the next few weeks. If it is signed into law, it would make any corrections officer or civilian that provides a prisoner with a cell phone a crime punishable with up to a $5,000 fine and up to six months in jail. Additionally, the inmate who is found with the device would lose “non-restorable loss of time credit.”</p>
<p>This would increase the amount of time the inmate has to spend in prison before he can get out early on good behavior.  If the cell phone was involved in any crime that was committed, an additional 2-5 years would be added to the individual’s sentence.</p>
<p>The main motivation for prohibiting inmates from being able to maintain their Facebook accounts is to prevent continuing criminal activity and to protect any possible past victims from being contacted or stalked by their perpetrator.</p>
<p>The California Department of Corrections and Rehabilitation (CDCR) recently explained in their periodic newsletter on August 8 that a California inmate had sent accurate, up to date drawings of one of his victims to her home. He had been convicted of child abuse involving the victim seven years prior when the victim was ten years of age.</p>
<p>It was later determined that he had illegally acquired a phone with internet access and used the device to view his victim’s Facebook and Myspace pages, and then used the photos for his drawings.</p>
<p>This problem with prisoners illegally accessing the internet while incarcerated has only become a serious problem in the last few years. The CDCR newsletter reported that while in 2006 only 261 contraband phones were found in the possession of inmates, in 2010 that number jumped to over 7,284.</p>
<p>The increase in the availability and speed of portable internet through the use of smart phones is what has led the CDCR to elicit help from Facebook Inc. This intended to limit the criminal activity that is occurring within the prison system while they work to reduce the number of cell phones that fall into the hands of the incarcerated.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>On Tuesday June 14, a Trenton, New Jersey state appeals court ruled that the man convicted for the kidnapping, rape, and killing of a seven-year old girl should be allowed to pursue claims that his lawyers were ineffective during his 1997 trial. However, the court disagreed with his claim that his entire conviction should be overturned, allowing his potential freedom.</p>
<p>Jesse Timmendequas, 50, who kidnapped Megan Kanka on July 29, 1994, lured her in by claiming he had a puppy at his residence where he lived with two other convicted sex offenders. Timmendequas had previous­ly served six years in prison for aggravated assault and attempted sexual assault of another child. He proceeded to sexually abuse Megan, strangle her, and leave the body in a park. Timmendequas even participated in the organized search for Kanka. He turned himself in 24 hours after the incident.</p>
<p>Megan’s law, which requires notification when high-risk sex offenders move into neighborhoods, was created after the crime and named after Megan Kanka.</p>
<p>Unfortunately, in February 2009 researchers determined that “despite wide community support for these laws, there is little evidence to date…to support a claim that Megan’s Law is effective.” In 2007, the cost of carrying out the law was estimated at $5.1 million statewide. However, Kanka’s mother, Maureen Kanka, was one of the first to voice her opinion in supporting the law as Megan’s father, Richard Kanka, is running for State Senate.</p>
<p>Timmendequas was given the death sentence before he applied for post-conviction relief. After the state of New Jersey abolished the death sentence in 2007, his conviction was converted to a life sentence with no possibility of parole.</p>
<p>Timmendequas, like all inmates on death row had been granted periodical opportunities to appeal his conviction. However, a judge has ruled that after the conversion from the death penalty to life without parole, this opportunity no longer remains. Since he has argued through his lawyers that his 1997 trial was unfair, the same judge has allowed for a different process.</p>
<p>Additionally, Timmendequas has said that during his earlier trial he was not allowed to participate in neurological testing after his conviction.</p>
<p>The judge has said that while some of Timmendequas’s motions have merit, his original conviction will not be overturned. Now, a new judge will determine the merit of the appeals through the arguments of two opposing attorneys. This trial procedure has fewer witnesses, but is generally more argumentative.</p>
<p>According to a New Jersey paper, Timmendequas’s attorney, Assistant Deputy Public Defender Jay Wilensky, has said that his client had “ineffective counsel at trial because they did not offer proof of his mental retardation and because they did not object to alleged prosecutorial misconduct.”</p>
<p>One key issue that the defendant is expected to argue is the bias of the jury due to high volumes of media coverage during Timmendequas’s 1997 trial. This is also an issue that has been discussed during the recent Casey Anthony trial.</p>
<p>At this point, the best-case scenario for Timmendequas includes a lesser sentence, or even an overturned appeal.</p>

The same America that has been blasé about so many injustices over the past decade is now outraged about one trial and one inconvenient truth. I do not know whether to applaud that America still gives a damn, even though it seems very misplaced, or if I should be horrified.</p>
<p>This is what we chose as Custard’s Last Stand.  As a mental health counselor, I have been fascinated with the overblown reaction that people have displayed after Casey Anthony was acquitted of the serious charges. I can’t quite figure out the outrage. It is clearly not that the crime strikes close to home. When children are abducted and killed by strangers, parents become fearful it could happen to their children and often overreact. I get that.</p>
<p>These people believe that Casey killed her own child, certainly nothing for them to worry about.  It can’t be the fact that a two-year old girl died tragically. Yes, that is horrible. But, that happens daily unfortunately. So that does not explain the outrage.  I am not sure how finding someone guilty of murder equates justice, but people will assert that they are angry that Casey got off scot free and there is no justice for Caylee, her daughter. What does that mean exactly? If there is a higher power, and trust me most of these angry people believe that, than if Casey killed her daughter she will be taken care of in the next life.</p>
<p>The legal system is designed to be black and white. There cannot be any gray area in law. It doesn’t work. The justice system is blind to the victim. If the case was different and the victim was a 65-year old pedophile, would any of these same people feel so angry? I think not. The justice system is also intended to be rational and logical. You cannot judge someone based on emotion, only reason. Those on Facebook and Twitter outraged are looking at this from a purely emotional standpoint.  No matter what your “gut” tells you, you cannot condemn someone based on a gut instinct. That is insane.</p>
<p>The evidence was clear. The state did not even tell the jury how Caylee died. How can you convict someone of murder when murder was not even proven? THAT is not logical. Speculation and theories do not equal proof. Not in the United States.  The people outraged over the verdict have sat by idly while the number of children around the world dying of hunger has increased fourfold in the past decade. They have said nothing as the United States waged two unending wars, sending thousands of young soldiers to their deaths.</p>
<p>They have been quiet as our economy crumbled, sending millions of children to the street, and the people responsible have not been charged with one single crime.  Not a peep as the government plays chicken with people’s unemployment benefits and more and more children live in poverty. When a child dies because of lack of healthcare, these same people do not cry “foul” that the federal government is not charged with murder.</p>
<p>Michael Vick should get a second chance at becoming a millionaire but Casey should be gunned down in the street. The income gap between the richest rich and the poor is widening every day, leaving no middle class and a banana republic but everyone seems fine with it. What the hell is going on?  As tragic and senseless as this crime may be, there are far bigger crimes being perpetrated by our government daily.  And it kills more than one little girl, even a cute, white innocent girl like Caylee seemed to be.</p>
<p>But, we sit by and do nothing. If Casey’s defense had been that she did not have the money for her daughter, we would all be rightly angry. But, if the federal government blabs about sacrifice and cuts a program for children, no one posts annoying statuses on their Facebook or turns on their porch light to save those kids. Screw those kids. They are poor.  Sorry for the hard truths but our country and justice system is far from perfect.</p>
<p>If you feel that the system was wrong with Casey Anthony, trust me, she is not the first failure of the system or the last. There are innocent people on death row, like Troy Davis and Jeremy Echols. You can be upset with the outcome, just not surprised. Nothing is surprising in this case. Children die in America, far more than they should. The justice system is not perfect. People act really weird when grieving and do things that make no sense.</p>
<p>There are bad mothers with cute kids and good mothers with ugly kids. It is time to WAKE UP!!  Nancy Grace does not know everything, or even a little and life isn’t fair. End of story.</p>

A thief had broken into his apartment through a window while the owner was not home in his Oakland apartment on March 21<sup>st</sup>. Joshua Kaufman, an Oakland interaction designer, reported the theft in March, according to BBC news. The suspect, a cab driver named Muthanna Aldebashi, 27, has been charged with felony possession of stolen property.</p>
<p>Kaufman told the BBC how excited he was to get his Macbook back. He was “very happy and relieved that I don’t have to sit and watch someone else use my old computer.”</p>
<p>A program named Hidden, supplies the owner of the computer with the location and photographs taken by the Macbook’s internal camera, as well as shots of the Macbook’s screen display.</p>
<p>The program sent Kaufman pictures of a “bearded man with shaggy dark hair sleeping on a couch, sitting shirtless on a bed in front of the computer, and driving.”</p>
<p>Kaufman describes how “the photos were pretty boring &#8211; just some guy staring into a screen or sleeping or watching Youtube videos on his bed.” After failing to get a serious response from the Oakland investigators, Kaufman started blogging about the theft on his personal site <a href="http://thisguyhasmymacbook.tumblr.com/">http://thisguyhasmymacbook.tumblr.com/</a> where readers could follow Kaufman as he followed the bearded man’s use of his stolen computer &#8211; in both words and images.</p>
<p>Kaufman’s monitoring of the potential suspect started to attract attention of the US news media. Officer Joshi was contacted by ABC television’s Good Morning America, which revealed that Kaufman’s initial report had been filed in “error with theft reports for which no leads existed to aid the investigation.”</p>
<p>Officer Joshi describes how “law enforcement is always looking at technology as a way to be smarter with capturing criminals and solving crimes”, &lt;showing that&gt; technology that could be useful for us”.</p>
<p>When authorities eventually tracked down the new owner of the stolen Macbook, Mr. Aldebashi was not charged with the burglary and Mr. Kaufman has indicated that Mr. Aldebashi might have bought the laptop on the streets. However, had it not been for the information gathered through the program Hidden which Kaufman himself provided, investigators might never have found the stolen hardware. He wrote on his blog how he had provided an e-mail address linked to a car service. Since the media attention following the tracking and repossession of the stolen computer, the Hidden program has received a lot of attention by other consumers, who are willing to invest in this type of software as an extra guarantee in case of burglary.</p>

Overly sexual and less than ethical?  How about an outright sleaze? According to Warner Brother&#8217;s summer hit &#8216;Horrible Bosses&#8217;, more often than not the blue collar workers of the world have at least one of the three writing their paycheck.</p>
<p>Friends Nick (Jason Bateman), Kurt (Jason Sudeikis) and Dale (Charlie Day) live ordinary and uneventful lives, with the exception of their extraordinarily intolerable bosses. The three dutifully work and contribute to society while suffering the orders of professional bullies, sexually aggressive dentists and ignorant superiors. While many average citizens feel that their bosses have no real purpose to their existence, these three friends decide over beer and bar food that they have been driven to the edge and must kill each others bosses. Kevin Spacey, Jennifer Aniston and Colin Farrell are the head honcho menaces stripping our three protagonists of their sanity and happiness, one day at a time. Dave (Spacey) corporate pressures Nick into Scotch chugging—at 8:15 am. Julia (Aniston) repeatedly fondles unconscious patients as well as Dale, Bobby (Farrell) constantly discriminates against the overweight and handicapped while putting Kurt in the middle. Turning in their two weeks notice is not an option for the gang, so instead they venture into the shady world of suburban homicide. There they meet Jamie Foxx as Motherfucker Jones, who mentors the harmless middle class citizens looking to pull off the perfect crime with absolutely no weapons, no training, no clue.</p>
<p>Packed with crude and sexual content, which is in large part thanks to Aniston&#8217;s man eating role as Dale&#8217;s dentist boss,  this R rated comedy stands to prove it&#8217;s a bit spicier than what viewers usually encounter. Director Seth Gordon, who&#8217;s other movies include, “Four Christmases” and “The King of Kong: A Fistful of Quarters”, said that there is, “No redeeming message” to the movie, rather that it is,”just for laughing and laughing hard.”</p>
<p>So, why should we?</p>
<p>With an all star cast of established favorites and again, Jamie Foxx playing a character named Motherfucker Jones, the simplicity of the initial premise provides something that all viewers can relate to and few hopefully have had the chance to live out. With the plan of killing each others bosses and attempting to make it look like an accident, the successful outcome of all three murders is anyone&#8217;s guess. However, while Horrible Bosses has the disgruntled and poorly treated workers of the world go up against the few which hold all of the power, they are still merely blue collar workers, making their means of espionage counterproductive mayhem.</p>
<p>Here in lies the promise of the movie and why it is worth seeing amidst a sea of many comedies which all, frankly, have no redeeming message. If it can give us the laughs we want but provide them through plot development instead of a completely typical ending, then why not enjoy it for enjoyments sake?    Do we want to see a successful stake out, or the gang settle in for a day of surveillance only to realize come nightfall that no one checked to see if anyone was actually home? Would we like the murders to just be taken care of in suave and technologically savvy manner or watch as Dale hands Spacey a peanut butter sandwich which he has a deathly allergic reaction to—only to have Dale stab him with an EpiPen and save his life? We want to see this story play out because the truth is that there are a lot of bad bosses out there, and we want to see our own beer and bar food loving doppleganger employees win.</p>

<p>In gory scenes reminiscent of the horror film The Silence of The Lambs, Russian officers tracked down a man after a trail of body parts were found scattered across the Russian capital. Police found their suspect in his Moscow home eating a human liver with potatoes before finding the remains of the organ in a stew.</p>
<p>Nicolai Sadrin, the suspected killer, allegedly knew his victim Ilia Egorov. Sadrin, who suffered from mental illness according to police, confessed that he killed the 40 year old Ilia Egorov. The police stated that parts of the body such as the head, arms and legs, were found in the Moskovou river, but also scattered in basements and in rubbish bins in western Moscow.</p>
<p>“When the police came to arrest the suspect, he was eating a human liver with potatoes,” a police spokeswoman for the Moscow&#8217;s western district said. According to her, the cause of the victim’s death was not clear. “Detectives established the identity of the dead body by taking fingerprints, and after that police tracked down the suspected offender through a circle of the deceased&#8217;s friends,” police spokesman Alexei Savalyev told Russian news agency Ria Novosti. In Sadrin’s home, police found the tools that he used to dissect the corpse as well as the remaining part of the liver.</p>
<p>It must be a cannibalism epidemic in Russia, otherwise I can’t explain the fact that in very recent years outbreaks of cannibalism have occurred.</p>
<p>June 2008 &#8211; Eight members of a cannibalistic Satanist group in Yaroslavl, were given jail sentences for stabbing four teenagers, 666 times, and eating them afterwards. Indictments were handed out to Alexei Chistyakov, Konstantin Baranov, Ksenia Kovaleva, Nikolai Ogolobyak, Alexander Voronov, Aleksei Soloviev, Sergey Karpenko and Anton Makovkin. Police said that the killers enjoyed watching their friends die a painful death. The case details are so shocking that the hearings are closed to the general public.</p>
<p>January 2009 &#8211; Maxim Golovatskikh and his friend florist Yury Mozhnov, both 20, are accused of drowning Karina Barduchian in a bath, then carving up her body and serving her meat with potatoes to the lodger Ekaterina Zinovyeva. The murder was so brutal that it caused the trial to halt after a juror fell ill looking at the pictures of the girl.</p>
<p>April 2009 &#8211; Two men, identified only as 28-year-old Timur G. and 23-year-old Marat G. killed and methodically ate their elder brother Rafis in the central Russian city of Perm. Police grew suspicious when the brothers reported Rafis missing but were vague in giving details of their brother.</p>
<p>November 2009 &#8211; Sergei Gavrilov killed his 55 year-old mother Lyubov after she refused to hand over her pension. He wanted to spend the money on a drinking and gambling binge. The unbelievable thing in this case is that the Russian cannibal had his prison sentence reduced by nine months after a court accepted that he resorted to cannibalism out of hunger rather than preference.</p>
<p>You can call it either sickness, or madness, or just the latest trend. Nevertheless, it gives you the creeps, don’t you think?</p>

Since March 2010, eleven journalists have been murdered, and no justice has been made in order to fight against violence and corruption that the country is suffering.</p>
<p style="text-align: justify">The past Tuesday, journalist Héctor Medina Polanco, was shot to death while he was going to his home. He was a journalist form the Morazán province in Honduras. Two men followed him on a motorcycle, which shot him few meters away from his house. He received four shots, one in his arm and three in his back. With his death, Honduras has summed up to eleven murders to journalist, since the president Porfirio Lobo Sosa assumed his position the 27<sup>th</sup> of January 2010.</p>
<p style="text-align: justify">Honduras is facing a lot of instability and impunity. The death of several journalists leaves the impression of insecurity and corruption. Where the truth wants to be hidden. The violence started to have severe repercussions since 2009, when the president at that time, Manuel Zelaya was thrown out of power threatened with guns.</p>
<p style="text-align: justify">The family of the reporter claimed that Medina was threatened several times. His figure as a journalist was known nationally. He was the coordinator from the news local channel Omega Visión. He denounced several corruption cases where many functionaries of the town hall were involved. As well as irregularities committed by farmers, who were having land disputes, and also the alleged abuses made by mafias.</p>
<p style="text-align: justify">Mauricio Handal, the mayor of Morazán, claimed: “It is Illogical”. He assured that he had a friend relationship with the reporter, and he affirmed that he would insist the authorities to investigate the case.</p>
<p style="text-align: justify">On the other hand, the family just asks that the crime follows consequences and that the investigations do not stop. The reporter brother, Carlos Medina has asked the Presidential Government for some protection, safeness and security for the family.  He also notified that the family has also made a denounced to the Inter-American Court of Human Rights.</p>
<p style="text-align: justify">Juan Darte, the local police official claimed: “There is nothing clear, about this murdered, there are several versions”.</p>
<p style="text-align: justify">The director of Reveistazo.com, Claudia Mendoza expressed her position toward these cases of impunity, where several colleges of her have been murdered, and no justice has been made. Her disappointment, and helpless feeling were emitted though these words: “ The impunity is the perfect ally for both authorities: the entrepreneurs and the politics, whom form part of the powerful groups that manage, in any way they please, the justice, the country’s finances, and allow the violation of human rights in Honduras, as well as the liberty of expression and press”.  She also stated that Medina had previously made denounces  in regard of harassment to the authorities, but he continued without any response.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>One of Alaska Governor Sean Parnell’s appointees that nominates state judges believes that premarital sex should be illegal.  Don Haase of Valdez, Alaska testified last week before the Senate Judiciary Committee that he would like to see people prosecuted for having sex outside of marriage.</p>
<p>Haase stated that he would not let his personal beliefs impact his decision on which candidates he would approve to become judges in the state.  He was picked by Parnell for one of the three public seats on the Alaska Judicial Council but doesn’t believe his personal opinions would sway his decisions.  &#8220;It would be a very convoluted process to sit on this board to change the law,&#8221; said Haase, testifying by telephone. &#8220;It would be an inconvenient way to do it.&#8221;</p>
<p>Under testimony, Haase also admitted that he had not disclosed his leadership role for the Eagle Forum Alaska, a group that advocates for social conservative issues.  He most recently served as president of the organization but resigned when he was nominated for the Alaska Judicial Council by the governor.</p>
<p>Haase does not believe that the extramarital sex should be a felony however he does think it should be criminalized.  “I think it&#8217;s very harmful to have extramarital affairs. It&#8217;s harmful to children, it&#8217;s harmful to the spouse who entered a legally binding agreement to marry the person that&#8217;s cheating on them,&#8221; Haase testified.  A Democratic Senator then asked how Haase felt about premarital sex and if that should be a crime.  &#8220;I think that would be up to the voters certainly. If it came before (the state) as a vote, I probably would vote for it &#8230; I can see where it would be a matter for the state to be involved with because of the spread of disease and the likelihood that it would cause violence. I can see legitimate reasons to push that as a crime.&#8221;</p>
<p>This takes legislating morality to a whole new level.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Over the years, certain immigrants have always been targeted as scapegoats in America. Ben Franklin thought Germans should not be allowed into the country because of their &#8220;swarthy complexion.&#8221; Catholics were not well received because they only listen to the pope. Irish were not popular and thought to be just a small step above African Americans.  Southern and Eastern Europeans were hated and prompted the quota laws to be passed. Italians were thought to be violent. Only a small number of Jewish people were allowed into our country even during the Holocaust because of our ongoing xenophobia. We have discriminated against almost all Asians at one point or another because of fears. Our latest target is Mexicans and anyone that looks Hispanic. Although the U.S. is a nation of immigrants, they have always been very selective of who is okay.</p>
<p>The current fear mongering with Latinos is not justifiable.   Every year or so, illegal immigration gets brought up and spun around on all the media outlets by all sorts of politicians but for no good reason. Since 9/11 and the major recession, immigration to the United States is down.   Most undocumented immigrants do not become permanent residents. They come to the U.S. to be with family or to work. They stay a few years and leave.  It doesn’t sound so bad.  But, many people in America still feel that immigration is a problem.</p>
<p>Anti-immigration activist believe that immigrants sneaking over the border are more likely to take part in criminal activities.  It is unclear why someone would take all that time and energy to sneak over a border to get caught for a crime and be deported when they could be criminals in their own country.  Research also indicates that undocumented citizens are not more likely to engage in crime than natural citizens. The exact numbers vary but native born Americans are between 5 and 10 times more likely to be incarcerated than immigrants. In Arizona, state senators used crime to justify their “papers, please” legislation.  The lawmakers claimed that crime in Arizona had increased.  However, crime rates in Arizona have steadily decreased since 2006 for both violent and property crime.  Another reason anti-immigration activists want to seal the American borders is because of the economy.  They claim that undocumented immigrants are not paying taxes and draining the social services.  This again is false.  Immigrants contribute as much as $10 billion to the U.S. economy each year. Legalization of low skilled immigrant workers in the U.S. would result in a net increase in the U.S. GDP of $180 billion over the next ten years. Immigrants, legal and illegal alike, spend their money in the U.S. which is good for the economy.  Most immigrants come to U.S. for jobs so they are working and not using social services. Many are too afraid of deportation to take advantage of any programs even if they needed it.  Others against immigration worry about overpopulation.  They claim that with more and more undocumented immigrants, the public school system will be overwhelmed.  Yet, the U.S. continues to push fertility drugs, glorify families like the Duggars, and many want to outlaw abortion, so it cannot be a concern for overpopulation.</p>
<p>As the state of Arizona pushes a slew of more anti-immigration measures through, you can be sure that immigration fears are alive and well in the U.S.  However, the Hispanic community re-elected Senator <a href="http://reid.senate.gov/" target="_blank">Harry Reid</a> during last midterm elections so they might not be such a good scapegoat any longer.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Prisons in America are designed with different purposes in mind.  Some are used for punishment and to keep violent offenders off the street.  Some people argue that prisons were designed to rehabilitate offenders, since many of them will return to neighborhoods in the future.  And some contend prisons are utilized to be a deterrent and to encourage some would-be-criminals to fly straight and narrow so that they are not incarcerated.  All of these would be excellent arguments in support of our prisons.  But, they are not true any longer.  Prisons are built for profit.  The more people our country detains, the more these private-for-profit corporations are set to gain.</p>
<p><a href="http://www.correctionscorp.com/" target="_blank">Corrections Corporation of America</a> (CCA), a private prison company, was incorporated in 1983.  At that time, the US had a prison population of approximately 500,000 inmates.  Today, we have a staggering 2.5 million inmates.  We imprison a larger percentage of our population than any other industrialized nation.  If you add those that are under some form of monitoring, parole or probation, more than 7 million people live under control of the criminal justice system.  CCA is an active member of a powerful lobbying group, <a href="http://www.alec.org/AM/Template.cfm?Section=Home" target="_blank">American Legislative Exchange Council</a> (ALEC) which has been responsible for numerous laws that have put millions of people behind bars.  Mandatory minimum sentences, &#8220;Habitual Offender/Three Strikes&#8221; bills (life imprisonment for a third violent felony), and even Arizona’s controversial immigration “papers please” law have all been pushed through the system by ALEC.   Similar to the disaster on Wall Street, the political connections of the private prison industry and the government runs deep.  There are plenty of examples of former executives of CCA becoming judges or other positions that can affect the prison population.  Prisoners equal profits.</p>
<p>CCA has been able to essentially run a monopoly on America’s prisoners.  By forcing prisoners into labor, they are able to pay the inmates nothing for their work while CCA pocket all of the profits.  Furthermore, they often do not allow inmates to receive packages from the outside.  Therefore, prisoners must buy their personal items such as soap and toothpaste at the corporate owned prison shop.  Another big concern is that by making the prisons for-profit, prisons are understaffed.  Security tends to be poor and medical care is often minimal.  Lawsuits have been filed against CCA citing that poor medical care has led to inmate deaths.  In January, 2009, the company paid $79,230 in a settlement to a Mexican undocumented immigrant who was injured in an automobile accident while being transported to Florence, Arizona.   At least nine deaths have occurred at a CCA facility in Eloy, Arizona.<sup> </sup>CCA is also being investigated by the FBI for an incident at their prison in Idaho Correctional Center.  A video released by the Associated Press shows a prison inmate being beaten unconscious with guards watching and not taking action to stop the beating.</p>
<p>As politicians started to look for ways to control undocumented immigrations, CCA found ways to profit from that cause.  CCA began lobbying in order to be able to house the undocumented immigrants awaiting deportation.  One of its key lobbyists was Philip J. Perry, son-in-law of former Vice President Dick Cheney.  In all CCA spent $14.8 million lobbying the <a href="http://www.dhs.gov/index.shtm" target="_blank">Department of Homeland Security</a>, <a href="http://www.ice.gov/" target="_blank">U.S. Immigrations and Customs Enforcement</a> (ICE), the <a href="http://www.whitehouse.gov/omb/" target="_blank">Office of Management and Budget</a>, the<a href="http://www.bop.gov/" target="_blank"> Bureau of Prisons</a>, both houses of Congress and others between 2003 and 2010.  CCA and ALEC succeeded in getting Arizona to pass its’ immigration law.  Now, several other states are looking to pass similar legislation while CCA is drooling, thinking about the filled to capacity prisons and booming profits.</p>
<p>People are now profiting by locking up other human beings under our capitalism system.  And the longer people are locked up, the more profitable the industry is.  It is estimated that 60 percent of all the current prison system is housing non-violent offenders.  So, we are not necessarily locking up the “bad guys.”  We are essentially detaining an entire generation, leaving them with the impossibility of obtaining housing or employment following incarceration, all for a profit.</p>
