				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Harrisburg, U.S.A. &#8212; Governor Tom Corbett announced on October 22, that K-Fab will expand its operations to support new growth in the natural gas industry, increasing its employment to more than 300 in Berwick, Columbia County.</p>
<p>&#8220;My administration is committed to growing the Pennsylvania economy and ensuring there is a job available for every Pennsylvanian who wants one,&#8221; Corbett said. &#8220;Today&#8217;s announcement is a great example of state government working with business to create new job opportunities. As a result of this partnership, K-Fab will create 50 new manufacturing jobs in Columbia County.&#8221;</p>
<p>K-Fab will expand its operations by purchasing an additional facility to support its new product line, machining, assembling, and painting pumps for the natural gas industry. The company will invest more than $2.4 million in renovations, infrastructure improvements, new equipment and employee training and has committed to creating at least 50 new jobs while retaining 266 within the next three years.</p>
<p>&#8220;The commonwealth, the Department of Community &amp; Economic Development, the Governor&#8217;s Action Team, and the Berwick Industrial Development Association have been tremendously helpful in providing timely assistance to us for this project,&#8221; K-Fab System Manager Craig Barroll said. &#8220;It was great to have the backing we needed to keep this work in Pennsylvania.&#8221;</p>
<p>The company received a funding offer from the Department of Community and Economic Development (DCED) including $100,000 in Job Creation Tax Credits, a $100,000 Pennsylvania First grant, $22,500 in guaranteed free training, and a $750,000 loan from the Machine and Equipment Loan Fund.</p>
<p>The project was coordinated by the Governor&#8217;s Action Team, or GAT, a group of economic development professionals who work directly with businesses that are considering locating or expanding in Pennsylvania. GAT worked with the Berwick Industrial Development Association (BIDA) to support K-Fab&#8217;s expansion project.</p>
<p>&#8220;We applaud the decision of a major Berwick-area employer to increase its workforce and appreciate the support from the DCED,&#8221; BIDA Executive Director Stephen Phillips said. &#8220;BIDA has worked closely with the Governor&#8217;s Action Team on several other projects within its service area, and remains committed to assisting local employers expand their businesses and increase employment opportunities.&#8221;</p>
<p>K-Fab is a sole source manufacturer of material processing, fabrication, machine assembly, and paint that serves many different sectors of the manufacturing industry including pumps used in the Marcellus Shale Industry. Founded in 1969, K-Fab currently employs 266 at locations in the Berwick area.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Harrisburg, U.S.A.  &#8211; Governor Tom Corbett has signed execution warrants for three men, each of whom were convicted of first-degree murder and sentenced to death.</p>
<p>Terry Ray Chamberlain, Andre Staton and David Richard Ramtahal are scheduled to be executed in October. They are incarcerated at the State Correctional Institution at Greene.</p>
<p>Terry Ray Chamberlain , 60, was found guilty of breaking into the home of his estranged wife, Sherri Chamberlain, and her boyfriend, Greg Inman, on August 22, 1991, where he shot each of them multiple times, including an execution-style shot to the head.</p>
<p>A neighbor testified that on the morning of the murders, Mrs. Chamberlain telephoned her home, saying she and Inman had been shot, asking her to call an ambulance and identifying the gunman as Chamberlain. The neighbor&#8217;s husband arrived at the home and found the pair dead. A Bradford County jury convicted Chamberlain of two counts of first-degree murder and returned two death sentences on May 13, 1994.</p>
<p>Chamberlain is scheduled to be executed on October 9.</p>
<p>Andre Staton, 49, was found guilty of stabbing to death his former girlfriend, Beverly Yohn, despite a protection from abuse order against him. One of the victim&#8217;s sons testified that, on the morning of Feb. 25, 2004, Staton kicked in the locked back door of their home, entered the kitchen, pulled out a knife and began stabbing his mother until she fell on the floor. Yohn died of multiple stab wounds to the heart and left jugular vein. A Blair County jury convicted Staton of first-degree murder and he was sentenced to death on May 3, 2006.</p>
<p>Staton is scheduled to be executed on October 10.</p>
<p>David Richard Ramtahal , 28, was found guilty of shooting another man, Jarrett Osborne, as he ran to escape an attempted armed robbery. On Nov. 15, 2006, Ramtahal and another man, carrying guns and covering their faces, approached three men, their intended victims, who were standing on a street corner. Hearing the robbers, the three men fled. Ramtahal fired a shot, wounding Osborne initially, but the bullet traveled through his pelvis and severed an artery, causing high volume blood loss. An ambulance was called, but Osborne was pronounced dead in the hospital emergency room.</p>
<p>Ramtahal, who is also serving a life sentence for an unrelated murder in 2007, was sentenced to death in Bucks County Court on May 18, 2009. His accomplice in the Osborne killing pleaded guilty to third-degree murder and was sentenced to 12-to-24 years in state prison.</p>
<p>Ramtahal is scheduled to be executed on October 11.</p>
<p>With these warrants, which were signed Thursday, Corbett has now signed 19 execution warrants.</p>
<p>Executions in Pennsylvania are carried out by lethal injection.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Governor Tom Corbett recently discussed his 2012-13 budget proposal during a visit to AccuSpec Electronics, where he cited the Erie employer as an example of the kind of innovation and resiliency state government must support in order to bring real job growth to the region.</p>
<p>&#8220;I hope all of you will ask your legislators to pass the budget I proposed earlier this month,&#8221; Corbett said. &#8220;It is built the way you build your own household budgets: you spend no more than you have. Given that the state spends your money, I think you can agree the philosophy appeals to most working Pennsylvanians.&#8221;</p>
<p>The $27.14 billion proposal maintains Corbett&#8217;s commitment to balance the state budget. It closes a projected revenue shortfall of more than $700 million and reduces spending by more than $20 million.</p>
<p>Importantly, it meets the state&#8217;s pension obligations and does not raise taxes for residents or businesses. The governor&#8217;s proposed budget focuses on five key areas: economic opportunities, education, human services, public safety and streamlining government.</p>
<p>&#8220;By keeping taxes low and holding down government spending, this leaves more money in the part of the economy that creates the best jobs &#8211; the free market,&#8221; Corbett said.</p>
<p>Governor Corbett&#8217;s proposed budget accomplishes the following:</p>
<ul type="disc">
<li>Reduces spending from last year, reducing the state government workforce by an additional 2 percent, eliminates 33 wasteful appropriations, reduces 181 additional line items and reduces the state vehicle fleet by 1,200 vehicles.</li>
<li>Creates job opportunity by holding the line on taxes, supporting Pennsylvania&#8217;s small and large businesses and focusing state efforts on workforce development and job matching.</li>
<li>Increases funding to basic education, continues the same level of funding from last year for universities dedicated to job placement, and creates new programs that give students incentives for training for occupations that are in high need of employees.</li>
<li>Levels funding for the Department of Corrections for the first time in a decade, increases the funding for PA Board of Probation and Parole to support transition from incarceration to community, provides funding for volunteer fire companies and provides funding for 115 state police troopers.</li>
<li>Transforms the public welfare system by providing incentives to those who are able to transition from the welfare line to the workforce, providing real relief to our poor and safeguarding taxpayer dollars through the elimination of waste, fraud and abuse.</li>
<li>Provides more than $387 million in funding for Penn State, Temple and the University of Pittsburgh, which translates to between a 1.6 to 2.1 percent decrease in the operational budgets; and a total of $330.2 million for the state-owned universities, a 3.8 percent reduction in the operating budget.</li>
</ul>
<p>&#8220;I&#8217;m happy to be here to talk about jobs, the economy and how we can work together to build both,&#8221; Corbett said.</p>
<p>AccuSpec was established in 1989 providing contract electronic manufacturing services for various electronic component distributors and OEMs. In 2009, the company expanded into a 60,000 square-foot facility and has invested about $8 million in new machinery and equipment during the past five years. AccuSpec is the largest electronic contract manufacturer in northwest PA.</p>
