Bloomberg and Police Commissioner Raymond W. Kelly have announced a partnership with Microsoft Corp. designed to bring the latest crime prevention and counterterrorism technology capabilities to worldwide law enforcement, public safety and intelligence agencies, among others.</p>
<p>The NYPD teamed with Microsoft to develop the Domain Awareness System (DAS), a sophisticated law enforcement technology solution that aggregates and analyzes public safety data in real time, providing NYPD investigators and analysts with a comprehensive view of potential threats and criminal activity.</p>
<p>For example, analysts are notified of suspicious packages and vehicles, and NYPD personnel can actively search for suspects using advanced technologies such as smart cameras and license plate readers.</p>
<p>The NYPD and Microsoft jointly developed the DAS by bringing together Microsoft&#8217;s technical expertise and technologies with the day-to-day experience and knowledge of NYPD officers. The result is a solution that is uniquely tailored to meet the specific needs of its users. As part of the agreement, the NYPD will receive 30 percent of revenue from the sales of the DAS system to other customers worldwide.</p>
<p>&#8220;Part of the reason we have been able to continue driving down crime to record lows while devoting considerable resources to counterterrorism is our heavy investment in technology and our willingness to develop new, cutting-edge solutions to keep New Yorkers safe,&#8221; Bloomberg said. &#8220;This new system capitalizes on new, powerful policing software that allows police officers and other personnel to more quickly access relevant information gathered from existing cameras, 911 calls, previous crime reports, and other existing tools and technology.</p>
<p>It will help the NYPD do more to prevent crimes from occurring and help them respond to crimes even more effectively. And because the NYPD built the system in partnership with Microsoft, the sale of the product will generate revenue for the city that will fund more new crime-prevention and counterterrorism programs.&#8221;</p>
<p>&#8220;The system is a transformative tool because it was created by police officers for police officers,&#8221; Kelly said. &#8220;Its development is a testament to the talent and experience of our officers. And this agreement with Microsoft will allow the NYPD to continue to fund innovative counterterrorism and crime prevention programs.&#8221;</p>
<p>DAS combines NYPD operational knowledge with Microsoft technology expertise, and Microsoft is now bringing the solution to market in an effort to extend these capabilities to other jurisdictions. Public safety organizations interested in deploying DAS will go through a process of customization based on unique organizational and regional requirements.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>Bloomberg philanthropies will commit an additional $220 million to fight tobacco use around the world and stem this growing global public health crisis bringing Bloomberg’s total commitment to more than $600 million. The announcement was made at the 15th World Conference on Tobacco or Health in Singapore.</p>
<p>Building on six years of substantial progress, Bloomberg Philanthropies&#8217; four-year commitment will fund efforts to reduce the toll of tobacco in low- and middle-income countries, home to almost 80% of the world&#8217;s smokers.</p>
<p>&#8220;Tobacco kills every day, we need to keep the fight moving forward and keep the momentum going,&#8221; said Michael R. Bloomberg. &#8220;In low- and middle-income countries alone, an additional 1.2 billion people are now covered by at least one of six proven tobacco control policies &#8211; more than doubling the number of people protected in just five years. When these measures are implemented, the results are clear: fewer people use tobacco and they live longer, healthier lives.&#8221;</p>
<p>Through 2011, a total of 2.2 billion people worldwide are covered by at least one effective tobacco control policy &#8211; representing about one-third of the world&#8217;s population. Completely smoke-free laws &#8211; for public spaces &#8212; are in effect in 38 countries, protecting one billion people.</p>
<p>The Bloomberg Initiative to Reduce Tobacco Use is the world&#8217;s largest coordinated effort to reduce the harm caused by tobacco globally. The Initiative supports the efforts of governments and non-governmental organizations to increase tobacco taxes, educate media and citizens on the negative impacts of tobacco, protect nonsmokers from exposure to other people&#8217;s smoke and help people quit.</p>
<p>&#8220;The Bloomberg Initiative, and support from Bloomberg Philanthropies, has transformed the effort to drastically reduce the number of people harmed by tobacco. It is making a difference and saving lives in ways not before possible,&#8221; said Matthew L. Myers, Campaign for Tobacco-Free Kids President. &#8220;Their long-standing commitment to fighting big tobacco in places where citizens are most vulnerable has made Bloomberg Philanthropies a powerful global force in taking on this daunting challenge.&#8221;</p>
<p>Eighteen countries including Brazil, Turkey and Pakistan with almost 750 million citizens have passed 100% smoke-free laws. Several of the world&#8217;s largest cities have also gone smoke-free, including Mexico City, Jakarta, and China&#8217;s Harbin City which passed that nation&#8217;s strongest tobacco control law to date.</p>

<p>As an outspoken critic of the Chinese governments human rights record, his arrest in April was seen by many as an attempt to silence him during the widespread crackdown on dissidents called ‘the big chill’ &#8211; where human rights advocates, artists and other activists were being arbitrarily arrested within the Chinese mainland.</p>
<p>According to the Chinese news agency Xinhua who first published Mr. Ai’s release, the grounds for his bail were “his good attitude in confessing his crime as well as a chronic disease he suffers from.” It was also taken into consideration that Mr Ai had “repeatedly said he is willing to pay the taxes he evaded,” according to the police.</p>
<p>The high-profile detention has been the focal point of heated debate and criticism from international observers who pointed to China’s faltering effort in living up to international standards of human rights. Mayor Michael R. Bloomberg of New York and British sculptor Anish Kapoor were among the prominent people who publicly protested the detention of Mr. Ai. “Without the wave of international support for Ai and the popular expressions of dismay and disgust about the circumstances of his disappearance and detention, it’s highly unlikely the Chinese government would have released him,” said Phelim Kine, an Asian researcher for Human Rights Watch, to the New York Times.</p>
<p>While the 54-year-old artist looked a little slimmer as he arrived back home, he ensured reporters that he was ok. “I am already home, released on bail, I can’t talk to media but I am well, thanks for all the media attention,” he said to the BBC over the phone.</p>
<p>The conditions of his release are complicated. According to his sister, his wife received a phone call on Wednesday night, asking her to come to the police station. Reportedly, the officers informed her then and there that Mr. Ai was free to go. The word &#8216;bail&#8217; commonly refers to the short translation of the Chinese term ‘qubao houshen’ which entails “obtaining a guarantee pending trial. [...] prosecutors have decided to drop charges against a suspect on certain conditions, including good behavior, and to monitor him over a period of time during which charges could be reintroduced,” The New York Times explains. According to a scholar of the Chinese legal system, the method is sometimes used as a ‘face-saving’ technique to end controversial cases and allows negotiation of the suspects condition of freedom.</p>
<p>Jerome Cohen, adjunct senior fellow for Asia studies at the Council on Foreign Relations, told the CNN that Mr. Ai’s bail conditions has lost him his freedom of speech for at least a year. “He will not soon again be on Twitter, Facebook, television, take part in fora, etc. He’s got to keep quiet and behave according to the criteria of the Chinese police for the foreseeable future. He’s not the only one. This has happened many times before.”</p>
<p>Observers have noted that it&#8217;s no coincidence that the dissident artist was released on the eve of Premier Wen Jiabao’s upcoming European tour since Mr. Ai enjoys great support in the Western world. “Beijing has been under enormous pressure to free the artist,” says the BBC’s correspondent Damian Grammaticas. Both the US state department and EU representatives have welcomed the news but highlighted the critical circumstances of his arrest as well as those of dissidents and commentators who are still being held at unknown locations.</p>
