Washington, U.S.A. — The following is being released by the Institute for Research: Middle Eastern Policy – The FBI partially declassified and released files linking Israeli Prime Minister Benjamin Netanyahu to a nuclear technology smuggling ring that targeted the United States. FBI agents interviewed indicted American smuggler Richard Kelly Smyth on April 16-17, 2002, at the U.S. attorney’s office in Los Angeles. The secret interview report details how during trips to Israel Smyth’s handler placed him in contact with Benjamin Netanyahu at Heli Trading Company. The FBI report suggests that “Smyth and [Netanyahu] would meet in restaurants in Tel Aviv and in [Netanyahu's] home and/or business. It was not uncommon for [Netanyahu] to ask Smyth for unclassified material.”

Smyth was indicted in the mid-1980s for smuggling 800 dual use “krytrons” without proper export licenses through a multi-front company network. Smyth fled the U.S. and lived abroad, supported by unknown means, until he was captured by Interpol and returned to the U.S. in 2001. He was convicted in 2002.

During the 2002 Smyth counterintelligence debriefing, the FBI learned that the Israeli Ministry of Defense ordered and paid an Israeli company called Heli Trading for krytrons. Heli in turn sourced them fromCalifornia-based MILCO in a clandestine operation codenamed “Project Pinto.” The report reveals how MILCO illegally shipped other prohibited military articles under general Commerce Department export licenses rather than smuggling them out via Israeli diplomatic pouches.

Released on the Internet on July 4, 2012, the files have been the subject of reporting in the Israeli press, including Israeli National News, Ma’ariv and The Marker. Some U.S. alternative media also explored the implications of the formerly secret files including Antiwar.com, Tikkun Olam, Mondoweiss and CounterPunch. WBAI radio and the Scott Horton Show have hosted interviews.

Although the FBI report has now been sent to the New York Times, Washington Post, all members of Congress and United Nations members, no top-tier establishment news coverage, Congressional or UN investigations have been made public. On Friday, National Public Radio syndicated host Diane Rehmimmediately disconnected IRmep Research Director Grant F. The 733 pages of information obtained under the Freedom of Information Act for the new book Divert! NUMEC, Zalman Shapiro and the diversion of US weapons-grade uranium into the Israeli nuclear weapons program include:

A 1980 FBI interview of an eyewitness (PDF) of NUMEC executives stuffing U-235 canisters into sealed equipment shipped to Israel.

CIA Director of Operations Carl Duckett’s 1978 testimony about NUMEC (PDF) before the Nuclear Regulatory Commission.

Atomic Energy Commissioner Glenn T. Seaborg’s reaction (PDF) to news that traces of Portsmouth U-235 of the type supplied to NUMEC had been picked up in Israel.

NUMEC corporate correspondence (PDF) with the AEC claiming that undercover Israeli intelligence agents Rafael Eitan and Ephraim Beigun visiting NUMEC in 1968 were merely energy scientists.

National Security Advisor Zbigniew Bresinski’s 1979 order (PDF) that Senator John Glenn not be given direct access to a top secret memorandum about “missing material from the NUMEC plant in Apollo, PA.”

According to a 2001 Department of Energy report, NUMEC lost 269 kilograms of highly enriched uranium between 1957 and 1968—the highest in the US and enough for dozens of atomic weapons.  The former NUMEC factory site is currently undergoing a toxic cleanup the US Army Corps of Engineers estimates could cost taxpayers between $250-$500 million.

The newly published book Divert! (available in paperback and Kindle) presents additional evidence that NUMEC—unable to complete US government contracts or protect workers and the environment—was originally established as a nuclear smuggling front.

AJC expressed grave concern about India’s relations with Iran. In a letter to the Indian ambassador to the United States, AJC stressed that any effort by India to intensify its commercial activity with Iran could undermine the U.S. and EU sanctions that aim to stop Iran’s nuclear-weapons program.

“We are alarmed and dismayed by this apparent move to elevate commercial interests over vital security concerns,” wrote AJC President Robert Elman and Executive Director David Harris in a letter to Ambassador Nirupama Rao.

Dear Ambassador Rao:

As you are aware, AJC has been a long-time friend of India and an advocate of increasingly close cooperation between Washington and New Delhi.

In that spirit, we were deeply troubled by recent news reports of Indian efforts to intensify trade relations with Iran at the very moment that Washington and fellow democracies are applying new economic pressures in the banking and energy sectors to persuade Tehran to halt its pursuit of nuclear-weapons capability.

We were particularly struck by the announcement this week, by Commerce Secretary Rahul Khullar, that “a huge delegation” of Indian business representatives would soon travel to Iran to capitalize on opportunities created by European withdrawal from the Iranian market.

This suggests that New Delhi is attempting to take advantage of sanctions adopted by like-minded nations for the explicit purpose of preventing nuclear proliferation by a dangerously aggressive regime — and which could, in turn, trigger an escalating arms race — in a highly volatile region.

In light of India’s history of support for International Atomic Energy Agency resolutions on Iranian transgressions, and repeated expressions of Indian Government concern about Iran’s nuclear ambitions, we are alarmed and dismayed by this apparent move to elevate commercial interests over vital security concerns.

India has asserted that it will only abide by UN Security Council restrictions on trade with Iran, but not go beyond. Yet, as in the recent case of Syria, further measures are today impossible because of a threatened veto by one or two permanent members. We fear that India risks not only the erosion of the latest steps laudably adopted in Washington, Brussels and elsewhere, but also its standing as an admired partner in safeguarding regional and global security.

We thank you for conveying AJC’s concerns on this urgent matter to your Government, and look forward to the prospect of discussing it with you at your earliest convenience.
