				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>New York, U.S.A. &#8212; Ivorian authorities should halt censorship of critical news outlets and investigate an armed assault on the offices of a publishing group, the Committee to Protect Journalists said on August 27.</p>
<p>&#8220;We call on President Alassane Ouattara to demonstrate tolerance and a commitment to democratic principles,&#8221; said CPJ Africa Advocacy Coordinator Mohamed Keita from New York. &#8220;As the country weathers a period of great tension, the president can set an important example by allowing the voices of opposition to air their concerns and opinions, as harsh as they may be.&#8221;</p>
<p>The state-run National Press Council suspended the daily Le Temps on August 3 for 20 editions in connection with a July 24 article that it said defamed Ouattara, Raphael Lakpé, the council&#8217;s chairman, said in an interview on U.N.-sponsored station ONUCI FM. Le Temps, which is loyal to the former leader Laurent Gbagbo, had published an opinion piece on violence between supporters of Ouattara and those of Gbagbo and called the president a &#8220;ghoulish vampire,&#8221; according to news reports. Opposition groups have accused Ouattara and his allies of targeting supporters of Gbagbo in the past.</p>
<p>Le Temps&#8217; editor-in-chief, Simplice Allard, was also suspended from writing for the paper for one month, news reports said.</p>
<p>On Sunday morning, a group of unidentified armed men attacked the offices of the Cyclone Media Group, in Abidjan, which publishes Le Temps, according to news reports. The men assaulted a security guard, set a room on fire, ransacked the offices, and stole several computers, Agence France-Presse reported. No one was injured in the attack, which caused significant damage to the offices, AFP said. Police have not made any arrests yet, local journalists said, adding that they believe the attack on the media group was in reprisal for Le Temps&#8217; critical coverage of Ouattara&#8217;s government.</p>
<p>In another case of official censorship, the National Press Council suspended Bôl&#8217; Kotch, a private satirical newspaper, on August 8 for eight issues, over articles and cartoons critical of Ouattara that appeared in its July 27 edition, the state news agency AIP reported. The council singled out a caricature of an exchange between Ouattara and an army chief that suggested the president was using ethnic groups of traditional hunters to fight pro-Gbagbo supporters in the ongoing unrestin the country, according to news reports.</p>
<p>At least one journalist who has extensively covered the activities of former leader Gbagbo has told CPJ he fears for his life. Alain Tiéffi, photo editor of the state daily Fraternité Matin, said his neighbors had suggested to him that he leave their house in Yopougon, a suburb considered a Gbagbo stronghold. Security forces, in response to armed attacks against government positions, have in recent weeks conducted raids on houses in Yopougon and arrested people suspected of being linked to armed supporters of the ousted leader, according to news reports.</p>
<p>Tiéffi told CPJ that fighters loyal to Ouattara had ransacked his house in May 2011 and pointed a gun at his head. &#8220;I am the only journalist in the area I live. My wife, children, and in-laws are all living with me. Right now, I don&#8217;t know what to do. I am scared,&#8221; Tiéffi told CPJ.</p>
<p>Gérard Gnawa, a spokesman for the police in Abidjan, would not tell CPJ if they were investigating the case.</p>
<p>A group of six pro-opposition dailies have refused to publish their newspapers on August 24 and 25 to protest the attack on the Cyclone Media Group and the threats and assaults Ivorian journalists have faced in recent months, according to news reports. The group said the refusal to publish was to display &#8220;the risk of death that hangs over the lives of journalists.&#8221;</p>

<p>Temesgen Desalegn, editor of Feteh newspaper, faces a number of criminal charges based on articles he has written or published criticizing the government and calling on Ethiopia&#8217;s youth to peacefully protest against government repression.</p>
<p>He is the first journalist to be detained since the announcement on Monday of the death of Prime Minister Meles Zenawi, under whose leadership the government regularly targeted critical journalists.</p>
<p>“It&#8217;s business as usual in Ethiopia. Temesgen Desalegn has been charged for exercising his right to freedom of expression in advocating for peaceful protests to take place, among other criticisms of the government,” said Claire Beston, Amnesty International&#8217;s Ethiopia researcher.</p>
<p>“Meles&#8217; leadership was characterized by cracking down heavily on any dissent and dismantling the independent media, and yesterday&#8217;s events show that nothing has changed.”</p>
<p>Four charges were filed against Temesgen and his publishing house, Mastewal Printing and Advertising, including ‘Provocation and Preparation&#8217; to incite the youth to overthrow the constitutional order, ‘Inciting the public through false rumours&#8217; and ‘Attacks against the state&#8217; through defaming the government.</p>
<p>The charges relate to various articles published in Feteh between July 2011 and March 2012.</p>
<p>Articles cited in the charge sheet as evidence discuss subjects including how Ethiopians should be angry about the repressive practices of the government, the role of the youth as agents of change and their role in popular uprisings in Ethiopia and abroad and that lessons should be learnt from the overthrow of Hosni Mubarak in Egypt.</p>
<p>Temesgen first learnt that there were charges against him on state radio Fana FM.</p>
<p>He was later summoned by federal police in early August, who informed him of the charges. At a court appearance on 23 August, the judge denied bail and Temesgen was sent to Kaliti prison on the outskirts of the capital Addis Ababa.</p>
<p>Feteh and Temesgen have fallen foul of the authorities on multiple occasions, and the editor has had numerous complaints and some criminal charges filed against him in the past. These have resulted in several incidents of temporary detention, police questioning, bail costs, fines or the dropping of charges.</p>
<p>In June 2011 Feteh columnist Reyot Alemu was arrested after writing articles critical of the government and reporting on calls for peaceful protests to take place. She was subsequently charged with terrorism offences and, in January 2012, was sentenced to 14 years&#8217; imprisonment. Her sentence was reduced to five years on appeal.</p>
<p>In late April 2012 Temesgen was fined 2,000 Ethiopian Birr (about US$115) after the Addis Ababa High Court ruled that he was guilty of contempt of court for &#8220;biased coverage&#8221; of the trial of journalist Eskinder Nega, opposition members and other government critics. The finding of “biased coverage” was based on Feteh&#8217;s publication of statements from some of the defendants in the trial.</p>
<p>On 20 July, Ethiopian authorities blocked Feteh&#8217;s distribution and impounded 30,000 copies of the paper stating that its front cover – featuring stories about Muslim protests and the Prime Minister&#8217;s health – posed a threat to national security.<br />
“The nature of the latest charges against Temesgen Desalegn, and the content of the articles cited as evidence, exposes not only the continuing intolerance of dissent but also the government&#8217;s fear of peaceful protests,” said Beston.</p>
<p>“It is clear that the authorities are very concerned about the possibility of popular uprisings in the wake of last year&#8217;s events in the Middle East and North Africa.”</p>
<p>The Ethiopian authorities have repeatedly taken measures to silence any suggestion that protests should or could take place. Concern about popular uprising has been behind the recent arrests and prosecutions of journalists, opposition members and protestors including those from the Muslim community recently arrested.</p>
<p>“The government of Ethiopia should see the succession of Meles as an opportunity to break with the past and end the practice of arresting anyone and everyone who criticizes the government,” said Beston.</p>
<p>“Temesgen Desalegn should be released immediately and charges against him should be dropped. The post-Meles government must begin a new era of respect for freedom of expression.”</p>

<p>Evidence from local media experts shows overall stability in the media sector. Increasing use of digital and social media gives hope for expanding freedom of expression. However, reported backsliding in several countries, partly due to the increased political control of media, concerns the experts. See <a href="http://www.irex.org/msi" target="_blank">www.irex.org/msi</a> for the full report.</p>
<p>Croatia received the highest score overall. Kyrgyzstan returned to the top spot in Central Asia as the political situation there stabilized. Among Caucasus countries, Armenia maintained its leading score despite a slight slide. Georgia regained lost ground and made a stronger showing in news plurality.</p>
<p>Albania, Bulgaria, and Macedonia&#8217;s lower scores reflect politicized editorial policies at respected media outlets caught in a wave of divestment by west European media conglomerates. Bought by local tycoons, these media began to promote political causes.</p>
<p>Despite pro-Putin dominance of Russian media, after opposition protests over elections, independent and state media found more leeway. &#8220;After December 10, things started to move. Even federal television channels started to show faces that had not been approved officially,&#8221; said MSI panelist Boris Timoshenkofrom the Glasnost Defense Foundation.</p>
<p>Media experts expressed cautious optimism for the future, although difficult obstacles remain and the post-election period will determine the relationship between the regime and the media. Belarus, Turkmenistan, and Uzbekistan, whose governments impose strict controls on free expression and other human rights, ranked at the bottom again this year.</p>
<p>The MSI&#8217;s unique methodology measures journalism quality, media management practices, news plurality, press freedom, and supporting institutions. Journalists, media advocates, academics, and related professionals evaluate the media in their own country. &#8220;From a correspondent in rural Tajikistan, to a blogger in Baku, or a Tirana marketing analyst,&#8221; said Leon Morse, managing editor of the MSI, &#8220;MSI panelists are selected to present a multi-faceted perspective of the media sector.&#8221;</p>
<p>The U.S. Agency for International Development funds IREX&#8217;s publication of three regional editions of the MSI covering Europe and Eurasia, Africa, and the Middle East. It is a trusted evaluation of global media health, providing donors, media advocates, local professionals, and scholars a decade-plus of rich data.</p>

<p>Ukraine climbed from 131 to 116 on the international table placing it well above many former Soviet republics such as Tajikistan at 122, Russia at 142, Kazakhstan 154, Uzbekistan 157 and Belarus 168out of the 178 countries surveyed globally. The World Press Freedom Index 2011/2012 was produced by Reporters Without Borders.</p>
<p>The boost to Ukraine&#8217;s ranking in 2011 reflects a more relaxed working and reporting environment for both domestic journalists and those who visited the country during a year of difficult long-running issues. The trial of Yulia Tymoshenko for abuse of office in committing the cabinet, without consultation, to very high gas prices with Russia in 2009 drew sustained critical reportage both domestically and internationally and the on-going gas dispute with Russia has also been featured.</p>
<p>&#8220;While we don&#8217;t agree with many foreign assessments of media freedom in our country the Government of Ukraine notes the substantial improvement in our global ranking from Reporters Without Borders,&#8221; a foreign ministry spokesman said.</p>
<p>&#8220;Last year showed that journalists in this country are free to cover the important issues whether favourable or unfavourable to the government.</p>
<p>&#8220;We invite those same journalists to also report the story of Ukraine&#8217;s economic improvements, our commitment to our European identity, and the progress toward an Association Agreement with the European Union,&#8221; the spokesman said.</p>
<p>A new Electoral Law, modelled on the Council of Europe&#8217;s recommendations and requirements, was recently approved by the Ukraine&#8217;s Parliament with the support of both the Government and the Opposition. This should set the scene for fair and democratic elections next October.</p>
<p>The EU has significant economic interests in the country, with considerable imports of natural gas that transit Ukraine, and trade valued at some EUR40 billion a year. In 2011 Ukraine&#8217;s GDP grew by 5.2 percent and inflation declined from nine percent to five percent.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>The National Press Club president expressed outrage recently about the president of Ecuador&#8217;s systematic and relentless attacks on the press. Angry over a piece that was critical of him, the Ecuadorian president, Rafael Correa, has won court rulings&#8211; under questionable circumstances&#8211; that could result in the shuttering of one of Latin America&#8217;s most esteemed newspapers and the imprisonment of its journalists.</p>
<p>The case of the paper, El Universo, is just one of several examples of Correa attacking press freedom. Under Correa, defamation suits against reporters have multiplied, and state ownership of media organizations has grown, according to independent monitoring groups. National Press Club President Mark Hamrick, a broadcast journalist with the Associated Press, expressed hope that justice would be served in Ecuador and press freedom protected.</p>
<p>&#8220;President Correa has been condemned by human-rights and press-freedom groups for his mistreatment of reporters,&#8221; Hamrick said. &#8220;It is past time for this type of harassment and intimidation to stop in Ecuador and anywhere else where reporters face jail&#8211;or worse&#8211;for merely doing their jobs.&#8221; The Washington Post, in a Jan. 12 editorial, called Correa&#8217;s campaign against reporters &#8220;the most comprehensive and ruthless assault on free media underway in the Western Hemisphere.&#8221;</p>
<p>In July, three directors of El Universo were sentenced to three years in jail, and the paper fined $40 million(enough to shut it down) as a result of a defamation suit brought by Correa. But computer forensics later showed that the president&#8217;s attorney had, in fact, written the court&#8217;s decision, an independent inquiry found.</p>
<p>Three subsequent rulings have upheld the original one, a fact that raises question about the autonomy ofEcuador&#8217;s judiciary, according to non-governmental groups.  Another court decision in the case is due any day now.</p>
<p>&#8220;The El Universo story is, unfortunately, not unique,&#8221; Hamrick said. &#8220;The evidence seems clear that the press is under siege in Ecuador. Correa needs to know that concerned people are watching.&#8221;</p>

An &#8216;Outpost of Tyranny&#8217; &#8212; one of six countries labeled so by former Secretary of State Condoleeza Rice in 2005.</p>
<p>Media censorship, rigged elections, a failing economy, and the imprisonment and torture of political prisoners plague this relatively new and unknown entity in Eastern Europe that became fully realized in 1991, but remains tied to Russia via a treaty for a Union State passed 1999.</p>
<p>The terrorizing secret police are routinely deployed and still referred to as the KGB in this country known to collaborate with autocrats like <a href="http://www.kommersant.com/p-13508/r_500/Lukashenko_Gaddafi" target="_blank">Qaddaffi</a>. Grassroot protests originating on social-networking websites would gather in city squares every protest, only to be <a href="http://www.youtube.com/watch?v=JE7CjyTivwc" target="_blank">met with mass arrests</a>.</p>
<p>Alexander Lukashenko has ruled this country of ten million people since 1994. In recent revelations, political prisoners serving upwards of six years manual labor are to be released in return of money granted by the IMF. Many prisoners include journalists and political rivals from the last election in December 2010.</p>
<p>The highest-profile detainee being former presidential candidate Andrei Sannikov. Whom has reportedly been subjected to cruel torture while many fear for his life. Sannikov is currently awaiting transfer to the Babruisk penal colony, while many fear he will succumb to disease, malnutrition, or execution.</p>
<p>Journalists like the editor-in-chief of www.charter97.org, Natalya Radzina, have been arrested and beaten by KGB for articles critical of the Lukashenko regime. Harassment and raids of offices result in the confiscation of records and the arrest of activists. The neighboring country of Lithuania has since granted VISA citizenship and refugee status for activists like Radzina, where she and other Belarusian expats have formed and continue their efforts to stymie Lukashenko.</p>
<p>Trade deficit is over seven billion dollars, inflation expected to reach 100% by the end of the year. Average monthly salary is down to $200. Citizens are buying everything the stores have remaining on their shelves, as prices rise daily. Shortages of meat run rampant as Russians from the East buy in bulk due to favorable exchange rates.</p>
<p>Polish Prime Minister Donald Tusk also underlined the need for changes in Belarus before the EU could help during the EU&#8217;s Eastern Partnership summit in Warsaw on September 30, 2011. &#8221;For the first time, we have a situation in which the European Union, standing united, conditions aid for Belarus on real changes,&#8221; Tusk said.</p>
<p>&#8220;These are not radical changes. These are changes that for every European are the minimum without which there is nothing to talk about.&#8221;<br />
