				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>The Labour party is looking to toughen up the New Zealand Government’s proposed Alcohol Law Reform Bill by introducing amendments including a minimum price and more power for local government to make licensing decisions.</p>
<p>However, Prime Minister John Key has announced he does not believe that minimum pricing will affect people’s drinking habits.</p>
<p>This comment concerns activist group, Alcohol Action NZ, with Professor Jennie Connor, medical spokesperson for Alcohol Action NZ, wondering where Key is getting his information from, especially since “A recent Canadian study has shown that a 10% increase in the minimum price of alcohol reduces its consumption by 16% relative to other drinks.”</p>
<p>Professor Connor suggests that the most effective option to deter binge drinking or &#8216;pre-loading&#8217; is to combine a minimum unit price with tax increases on alcohol products.</p>
<p>Labour’s Justice Spokesperson Charles Chauvel agrees. “As a community, we need to get real about what encourages people to binge drink. We know that just like tobacco, the price of alcohol is a big influence on how often and how much we drink.”</p>
<p>However, ACT party leader John Banks disagrees, saying the reform punishes responsible drinkers rather than targeting the problem.</p>
<p>“Under Labour’s policy, buying a relatively cheap bottle of wine to go with dinner would be a thing of the past.”</p>
<p>Banks is aloso concerned about where the extra money from price increases would end up; &#8221;because a minimum price is not a tax, all the additional revenue from a price increase will flow straight out of consumers’ pockets, into the hands of liquor companies and retailers.”</p>
<p>Mr Banks also suggests that price hikes will not affect problem drinkers as they are usually not responsive to those kinds of measures.</p>
<p>“A minimum price on alcohol will penalise responsible drinkers and is a policy that should be dismissed,” Mr Banks said.</p>
<p>The proposed price increase may also be accompanied by a change in the age of purchase as the Government looks at a split age system. The age of purchase at an on-licence (bar, pub or club) will stay at 18 years while the age of purchase from a bottle store or supermarket will rise to 20 years.</p>
<p>The Alcohol Law Reform Bill had its first reading in November of 2010 and second reading in September of 2011, with Labour&#8217;s Supplementary Order Paper released in April 2012.</p>
<p>The bill faces a parliamentary debate to finalize the details and then a third reading before it can become law. Many drug and alcohol activism and community groups are supporting this move, which could reduce alcohol abuse and the &#8216;binge-drinking&#8217; culture in New Zealand.</p>

				<content:encoded><![CDATA[<p><a href="http://www.toonaripost.com">The Toonari Post - News, Powered by the People!</a></p><p>A little over a week ago, Greg Smith, an executive director at Goldman Sachs, one of the world’s largest investment banking and securities firm, resigned from his position after publishing a letter in the New York Times Opinions section.</p>
<p>The letter, entitled <a href="http://www.nytimes.com/2012/03/14/opinion/why-i-am-leaving-goldman-sachs.html?pagewanted=1&amp;_r=2" target="_blank">“Why I am Leaving Goldman Sachs,”</a> details Smith’s observations of the current state of the company.</p>
<p>Smith, who joined Goldman fresh out of college and has worked at the firm for twelve years since, describes the main problem as the culture of the company, that is, “the interests of the client continue to be sidelined in the way the firm operates and thinks about making money.”</p>
<p>He outlines three quick ways to rise to the top in the company, two of which involve tricking the client into making moves that will benefit Goldman the most, with no concern for how they will—if at all—profit the client.  Using Goldman jargon, these are executing on the firm’s “axes,” which consists of having someone invest in stocks that Goldman is trying to get rid of. “Hunt Elephants” is another code, for getting clients to make a trade that will bring in the biggest profit for Goldman.</p>
<p>The third secret is to get lucky and find yourself dealing with and trading gas. Keeping in line with this blatant disregard for clients, many employees refer to their own clients as “muppets.”  Although Smith said he did not know of any illegal activities happening at the company, he lamented the eroding moral fiber of the company, stating, “I knew it was time to leave when I realized I could no longer look students in the eye and tell them what a great place this was to work.”</p>
<p>Although Smith is not the only Wall Street banker to recently resign, he is the most high profile one, and the only one to leave in such a spectacular and outspoken manner.  Goldman’s stock has not gone up or down much since his resignation, making many believe the situation would blow over and be forgotten.</p>
<p><a href="http://www.huffingtonpost.com/ben-cohen/goldman-sachs-greg-smith_b_1360878.html" target="_blank">Others</a>, however, believe that these insiders fail to think about the long term effects.  Matt Taibbi, the journalist who christened Goldman a “Vampire Squid,” thinks this marks the <a href="http://www.rollingstone.com/politics/blogs/taibblog/a-goldman-executives-brave-departure-20120314" target="_blank">beginning of something bigger</a> than any of the movements currently in the United States—and that includes Occupy Wall Street.  Taibbi optimistically writes, “this incident may turn Goldman into such a pariah that the best young bankers won&#8217;t want to work there anymore.”</p>
<p>At this point Goldman’s future is unclear, but there is no denying need for reform within Wall Street.  And with Smith’s explosive words, it may well start there.</p>

<p>Controversy over these changes brings up the topic of what the leading GOP presidential candidates of 2012, Bachmann, Romney, and Perry think about this matter. Immigration reform and border control are vital issues for these candidates. They face losing valuable support from Hispanic voters in fundamental swing states such as New Mexico, Colorado, Nevada, and Florida if they do not have a plan that can accommodate them.</p>
<p>Rick Perry, governor of Texas, is no stranger to immigration, living right along the Mexican border. He has already provided in-state tuition to illegal immigrants to offer them the opportunity to gain citizenship through education.</p>
<p>He also supports citizenship through military participation. His primary focus, although dealing with many illegal immigrants already, is to secure the border first and secondly work on immigration reform.</p>
<p>Perry demonstrated his views on Immigration earlier this week in South Carolina, as he discussed the problems the federal government has in handling immigration. His explanation for this was that in Texas alone, he has spent 400 million dollars on border patrol, which is the responsibility of the government and not the state.</p>
<p>His campaign has also focused the issue of border patrol around protecting American citizens against violence spreading north of Mexico, and how securing the borders are the most important way to secure America’s defence. Perry has focused on the importance of border patrol to not only discontinue illegal immigrants but also to prevent gun and drug trafficking as well.</p>
<p>Romney, a candidate who also ran in the 2008 election advocated a different approach to illegal immigration. He took the stance of adopting biometrically-enabled identification cards, so illegal immigrants could be identified and prohibited to work. He also frowned upon McCain’s policy to grant amnesty to illegal immigrants in 2008, stating, “illegal immigration has got to end and any form of citizenship amnesty is troublesome.”</p>
<p>In his campaign in 2012, Romney will focus more on the responsibility of employers who were hiring illegal immigrants. He thinks that punishment directed at the employers of illegal immigrants, would improve job creation being taken away from citizens. When it comes down to the issue of how to handle immigrants who are in America illegally, Romney believes that they are not qualified for citizenship.</p>
<p>Bachmann, another leading GOP presidential candidate, advocates the full and speedy citizenship of immigrants that have entered the United States legally, but is intolerant on those who have come to America illegally.</p>
<p>She refers back to the bill passed in 1986, in which congress granted amnesty to over three million immigrants that entered the country illegally. The government has not made major changes since then and Bachmann proposes that congress should enforce the laws put in place, as well as stricter border patrol.</p>
<p>Bachmann, in 2008, dealt with the death of four children that were killed by an illegal immigrant in Minnesota, her hometown, and it will be fascinating to see how this impacts her position on illegal immigrants with criminal records.</p>
<p>The main focus surrounding Bachmann’s campaign ultimately welcomes legal immigrants, but she follows the laws of the land in making sure that immigrants that have come to the United States illegally are not rewarded or given a free pass.</p>
<p>This difficult and complex issue effecting millions throughout America will play a critical part in gaining support. It will be interesting to see how this taxing issue plays out within the next year throughout each candidates campaign and if policies will be modified to achieve the Hispanic vote in swing states.</p>
