The Toonari Post - News, Powered by the People!

In the final hours of December 31, 2012, congress and the democrats agreed on a deal in the White House that averted the fiscal cliff in the US and saved the economy from slipping away into darkness. But for how long?

According to Forbes magazine, income tax rates up to $450,000 (for married couples) will be subject to older tax rates, but income above $450,000 will taxed at 39.6%. Tax-rates on long term capital gains and dividends will be hiked from 15 percent to 20 percent only for those taxpayers above; for everybody else it will be the same 15 percent.

Further, according to Forbes, the deal is composed of an extension of exemption on estate taxes at $500,000, but rates have been increased to 40 percent from 35 percent.

It seems rather uncomfortable to say that President Obama achieved victory on tax code debate since democrats were pushing top tax rates for income just above $250,000; nevertheless, tax revenues have been made somewhat stronger.

As reported in my last article, updating tax rates for the rich may strengthen the revenue part of the budget. Perhaps it is a good sign, but the deal barely mentions anything about chronic deficits.

Perhaps the most pivotal portion of budget is spending. Because spending and taxes are branches of the same tree, and there is a threat that the tree might lean to one side if the other branch grows too heavy.

According to the Heritage Foundation report, “Federal spending by the Number 2012,” federal entitlements are driving this spending growth, increased from less than half of the total federal outlays some 20 years back to nearly 62 percent in 2012.

Further report says that three major programs (Medicare, Medicaid, and Social Security) eat up about 44 percent of the budget. Other programs such as anti-poverty program increased by 49 percent in the last 10 years, food stamps tripled since 2002, and housing assistance rose by 48 percent since 2002.

Debt Facts

The year 2012 marked $1.1 Trillion of deficits, the fourth consecutive year the deficit exceeded 1 trillion.

The 2012 Deficit. was estimated to be 7.3 percent of the GDP.

Over 2 decades, spending grew 71 percent.

In 2012, spending on entitlements was nearly 62 percent of total spending, while defense expenditure was 18.7 of the budget.

The US economy is drifting towards deeper deficits for two principle reasons: a dramatic shift in spending on the outset of recession, and a large chunk of financial resources diverted towards a host of social programs.

What’s happening in the US economy can be summed up as a fiscal fiasco. It is also economic uncertainty and political confusion over the fate of the tax code, massive spending and mountainous federal deficits, since this deal focused extensively on one side of the budget.

Ironically, what remains to be the most awful aspect of the deal is the extension of rapid spending cuts, generally known as sequester. The sequester problem should have been solved under this deal.

According to the Christian Science Monitor, ‘sequester’ is composed of mandatory spending cuts, hammering down $600 billion in defense and $600 billion in domestic programs, which have been extended to March 1, 2013.

Are we going to experience the same kind of frustration and confusion again in March as we did prior to this deal? Fiscal deficits are a jinx to growth and the whole of the economy because it forces us to cease off-spending.

But again a question arises whether welfare policies sometimes ask for more than what the economy can produce? Is this too much welfarism?

The Toonari Post - News, Powered by the People!

New York, U.S.A.- The Business Council for International Understanding (BCIU), a White House initiative founded by President Dwight D. Eisenhower for senior business executives to interact with heads of state/government, cabinet ministers and senior government officials, announced the successful completion of a forum in New York City with His Excellency John Evans Atta Mills, President of The Republic of Ghana, and 25 business leaders from across the world.

Sponsored by United States Pharmacopeia and Eni S.p.A., the BCIU forum provided a platform for President Mills to outline the strategic opportunities for investment in Ghana while also addressing the fundamental economic pillars fueling Ghana’s fast growing economy. Business participants similarly outlined strategic opportunities for their companies and industries, while also engaging in a dialogue with the President on investment opportunities.

“We as a government are committed to creating the necessary environment to ensure that investors have good returns on their investments,” said President Mills at the forum. “Now that Ghana’s economy has been described as the fastest growing economy in the world, and at a time oil has been struck, let me be quick to say that it is our determination to ensure that this God-given resource becomes a blessing and not a curse.

We want to make sure that you have a credible judicial system, you have the kind of labor which will respond to the needs of the business, that you have a system which will respond to the very needs of investors.”

President Mills affirmed Ghana’s commitment to democracy, the rule of law, and respect for the judicial system, outlining their significance in fostering economic growth, return on investment and job creation.

“We appreciated the President’s unscripted fluency on economic priorities for Ghana and his comfort level in speaking directly and frankly with our members and international investors,” said Peter Tichansky, President and CEO of BCIU. “The interest in accessing Ghanaian market across major industries – and Africa through the Ghanaian gateway – were consistent themes expressed by businesses attending the forum.”

As a result of this and a previous visit by the President with the business community in New York, BCIU announced it is organizing a trade mission to Ghana later in the year with member companies interested in further exploration of opportunities.

“As one of the largest investors in the Ghanaian oil industry from exploration to production, midstream, and power, we were thrilled to support this outstanding forum with President of Ghana,” said Enzo Viscusi, Group Senior Vice President and Representative for the Americas, Eni.S.p.A.

“Ghana’s commitment to democracy, rule of law and sound investment protection principles has made our experience in the country very rewarding and is one we look to build upon without reservation. President Mills’ administration has shown tremendous discipline and leadership, which bodes well not only forGhana but also for the entire continent.”

“While the expansion of the oil and other major industrial industries in Ghana is clearly a major priority, we are very pleased that this administration is also focused on ensuring a thriving healthcare and pharmaceutical industry,” said Brian Hendrix, Executive Vice President and Chief Operating Officer, the U.S. Pharmacopeia (USP).

“As a result of this commitment and the stability and economic viability of Ghana, we have announced plans to create the USP-Sub-Saharan Africa Center for Pharmaceutical Advancement and Training (CePAT) in Accra to serve sub-Sahara Africa as an integrated platform for training, education, consulting and laboratory capabilities. From Accra, we will offer a systematic approach to the quality control of medicines in sub-Saharan Africa.”

“We believe Ghana offers terrific opportunities for growth and business development,” said Ed DiSanto, General Counsel and Chief Administrative Officer, American Tower. “As such, in December 2010 we entered into a joint venture with Africa’s largest mobile operator, MTN Group Limited (MTN) and launched our operations in Ghana.

TowerCo Ghana currently owns and operates nearly 1,900 wireless communication tower sites and plans to develop several hundred new towers over the next several years. We are pleased with the performance of our investment, and our team of 84 Ghanaians, and indirectly hundreds of others via our vendor relationships, are doing a great job.”

“Not only are international firms interested in Ghana, but Ghanaian entrepreneurs are also investing heavily,” said Humphrey Ayim – Darke, Chairman, Greater Accra Chapter, Association of Ghana Industries. “We are rapidly building our own companies, expertise and resources to serve our fast growing markets and taking advantage of our well-educated, hard working and expanding middle class.

We were delighted to participate in this strategic dialogue with international investors and are eager to make it clear that U.S. companies can find outstanding local partners in Ghana.”

“The Ghanaian agriculture sector, while not as high profile as oil, is nonetheless one of the most promising in the world thanks to President Mills’ and past administrations’ policies,” said Steven Wallace, Founder and President, The Omanhene Cocoa Bean Company. “To this day, European and American chocolatiers buy cocoa beans from Ghana and export them to their chocolate factories throughout the world where the famed Ghanaian beans are transformed into some of the world’s most delicious and expensive chocolate.

Now, for the first time, The Omanhene Cocoa Bean Company, which is headquartered in the U.S., is producing world class chocolate entirely in Ghana and uniquely preserving all the best attributes of the finest cocoa beans in the world.”

The Toonari Post - News, Powered by the People!

The American Film Institute (AFI), in conjunction with USA Network and Universal Pictures, will celebrate the 50th anniversary of TO KILL A MOCKINGBIRD at the White House on Thursday, April 5 and with the nation on Saturday, April 7.

AFI was created in the White House Rose Garden in 1965, when President Lyndon B. Johnson set a national mandate to “bring together leading artists of the film industry, outstanding educators and young men and women who wish to pursue the art form as their life’s work.”

President Obama will introduce the film at a special screening in the White House Family Theater with an audience that includes children from DC area schools as well as Mary Badham, who portrayed Scout in the film; Gregory Peck’s family, including wife Veronique; and AFI Trustees Sir Howard Stringer, Chairman of Sony Corporation, Ron Meyer, President and COO of Universal Studios and Bob Gazzale, AFI President and CEO.

Arne Duncan, the U.S. Secretary of Education, is also expected to attend. President Obama will then celebrate the film with the nation through a special primetime broadcast onUSA Network at 8:00 p.m. ET/PT on April 7.

“I’m deeply honored that President Obama will be celebrating the 50th anniversary of TO KILL A MOCKINGBIRD by introducing it to a national audience,” said Harper Lee, author of the Pulitzer Prize winning novel on which the movie is based. “I believe it remains the best translation of a book to film ever made, and I’m proud to know that Gregory Peck’s portrayal of Atticus Finch lives on – in a world that needs him now more than ever.”

“TO KILL A MOCKINGBIRD is an American treasure – a film of family and fatherhood, justice and equality – all so richly embodied in the character of Atticus Finch,” said Bob Gazzale, AFI President and CEO. “We are honored to screen the film in the White House, where AFI was born, and to partner with USA Network and Universal Pictures to inspire generations of movie lovers to discover and rediscover this classic American film.”

AFI proposed the anniversary celebration to the White House in early January and learned last month that President Obama would be available to participate on April 5 – a timely date as it marks the late Gregory Peck’s 96th birthday. Peck had a long association with the American Film Institute, serving as Founding Chair of the AFI Board of Trustees from 1967 to 1969, and receiving the AFI Life Achievement Award– the highest honor for a career in film – in 1989.

TO KILL A MOCKINGBIRD ranks 25th on AFI’s 100 Years…100 Movies list of greatest American films, and AFI named Atticus Finch the greatest hero in this history of American film when it announced itsAFI’s 100 Years…100 Heroes and Villains list in 2003.

AFI also recognized the film for its #1 ranking of Best Courtroom Dramas in AFI’s 10 Top 10 list and its #2 ranking on AFI’s 100 Years…100 CheersAmerica’s Most Inspiring Films list, just behind IT’S A WONDERFUL LIFE. The film, which premiered in Los Angeles on Christmas day in 1962 and opened wide in 1963, was directed by Robert Mulligan and produced by Alan J. Pakula.

The Toonari Post - News, Powered by the People!

NASA Administrator Charles Bolden and other senior agency officials joined President Obama in honoring student science fair winners from across the country at the second annual White House Science Fair in the East Wing of the White House. The event highlighted student achievement and excellence in science, technology, engineering and mathematics, or STEM.

In November 2009, the president announced his “Educate to Innovate” campaign and emphasized the importance of encouraging students to pursue STEM studies and careers. NASA has developed a wide variety of education programs that use the inherent excitement of space exploration and science to inspire students and generate interest in STEM.

“Programs like this science fair help students develop critical skills and get hands-on experience that will serve them and our nation well in the future,” Bolden said. “These talented students are tomorrow’s science leaders, and their skills will be critical to helping us make an American economy built to last.”

Joining Bolden at the event were NASA’s Associate Administrator for Education Leland Melvin and Associate Administrator for Science John Grunsfeld. Both Melvin and Grunsfeld also are veteran space shuttle astronauts who frequently use their flight experiences as catalysts for engaging students’ interest in space and science. NASA Chief Technologist, Mason Peck, NASA Chief Scientist Waleed Abdalati, and Paul Hertz, chief scientist for the agency’s Science Mission Directorate, also attended the fair and met with student honorees.

Among the winning science experiments displayed at the White House today were two that related directly to NASA’s mission, including entries from a girls’ rocket team and a FIRST Robotics alliance.

The “Young Women Rocketing to Nationals” team featured Janet and Ana Karen Nieto of Presidio, Texas, who are members of the Presidio High School Rocketry Team that competed as a national finalist in the Team America Rocketry Challenge in 2009, 2010, and 2011. Gwynelle Condino, a 7th grade student at Lucy Franco Middle School in Presidio, is the team’s leader this year.

“A Winning Robotics Alliance, with Astronauts Cheering Them On” team was comprised of John Drake of Schaumburg, Ill., Sean Murphy of Atascadero, Calif., and Eric Bakan of San Jose, Calif. They represented the winning alliance of the 2011 FIRST Robotics Competition Championship and were mentored by engineers at NASA’s Ames Research Center in Moffett Field, Calif. Two other NASA-related education programs also were represented at today’s event.

Global Learning and Observations to Benefit the Environment (GLOBE), is a hands-on, primary and secondary school-based science and education program where students, teachers and scientists worldwide collaborate on investigations of the environment and the Earth system. Participants work in close partnership with NASA and other federal agencies.

The Student Spaceflight Experiments Program (SSEP) was launched in June 2010 by the National Center for Earth and Space Science Education, in partnership with NanoRacks.

Student teams in grades 5-12 propose microgravity experiments for flight in a research minilab that may be flown to the International Space Station. SSEP is enabled through a space act agreement as part of the International Space Station’s use as a National Laboratory.

The Toonari Post - News, Powered by the People!

The Obama administration, to justify its widely criticized mandate for contraception and sterilization coverage in private health plans, has posted a set of false and misleading claims on the White House blog (“Health Reform, Preventive Services, and Religious Institutions,” February 1). In what follows, each White House claim is quoted with a response.

Claim: ”Churches are exempt from the new rules: Churches and other houses of worship will be exempt from the requirement to offer insurance that covers contraception.”

Response: This is not entirely true. To be eligible, even churches and houses of worship must show the government that they hire and serve primarily people of their own faith and have the inculcation of religious values as their purpose. Some churches may have service to the broader community as a major focus, for example, by providing direct service to the poor regardless of faith.

Such churches would be denied an exemption precisely because their service to the common good is so great. More importantly, the vast array of other religious organizations – schools, hospitals, universities, charitable institutions – will clearly not be exempt.

Claim: “No individual health care provider will be forced to prescribe contraception: The President and this Administration have previously and continue to express strong support for existing conscience protections. For example, no Catholic doctor is forced to write a prescription for contraception.”

Response: It is true that these rules directly apply to employers and insurers, not providers, but this is beside the point: The Administration is forcing individuals and institutions, including religious employers, to sponsor and subsidize what they consider immoral.

Less directly, the classification of these drugs and procedures as basic “preventive services” will increase pressures on doctors, nurses and pharmacists to provide them in order to participate in private health plans – and no current federal conscience law prevents that from happening.

Finally, because the mandate includes abortifacient drugs, it violates one of the “existing conscience protections” (the Weldon amendment) for which the Administration expresses “strong support.”

Claim: “No individual will be forced to buy or use contraception: This rule only applies to what insurance companies cover. Under this policy, women who want contraception will have access to it through their insurance without paying a co-pay or deductible. But no one will be forced to buy or use contraception.”

Response: The statement that no one will be forced to buy it is false. Women who want contraception will be able to obtain it without co-pay or deductible precisely because women who do not want contraception will be forced to help pay for it through their premiums. This mandate passes costs from those who want the service, to those who object to it.

Claim: ”Drugs that cause abortion are not covered by this policy: Drugs like RU486 are not covered by this policy, and nothing about this policy changes the President’s firm commitment to maintaining strict limitations on Federal funding for abortions. No Federal tax dollars are used for elective abortions.”

Response: False. The policy already requires coverage of Ulipristal (HRP 2000 or “Ella”), a drug that is a close analogue to RU-486 (mifepristone) and has the same effects.[i] RU-486 itself is also being tested for possible use as an “emergency contraceptive” – and if the FDA approves it for that purpose, it will automatically be mandated as well.

Claim: “Over half of Americans already live in the 28 States that require insurance companies cover contraception: Several of these States like North Carolina, New York, and California have identical religious employer exemptions. Some States like Colorado, Georgia and Wisconsin have no exemption at all.”

Response: This misleads by ignoring important facts, and some of it is simply false. All the state mandates, even those without religious exemptions, may be avoided by self-insuring prescription drug coverage, by dropping that particular coverage altogether, or by taking refuge in a federal law that pre-empts any state mandates (ERISA).

None of these havens is available under the federal mandate. It is also false to claim that North Carolina has an identical exemption. It is broader: It does not require a religious organization to serve primarily people of its own faith, or to fulfill the federal rule’s narrow tax code criterion.

Moreover, the North Carolina law, unlike the federal mandate, completely excludes abortifacient drugs like Ella and RU-486 as well as “emergency contraceptives” like Preven.

Claim: “Contraception is used by most women: According to a study by the Guttmacher Institute, most women, including 98 percent of Catholic women, have used contraception.”

Response: This is irrelevant, and it is presented in a misleading way. If a survey found that 98% of people had lied, cheated on their taxes, or had sex outside of marriage, would the government claim it can force everyone to do so? But this claim also mangles the data to create a false impression.

The study actually says this is true of 98% of “sexually experienced” women. The more relevant statistic is that the drugs and devices subject to this mandate (sterilization, hormonal prescription contraceptives and IUDs) are used by 69% of those women who are “sexually active” and “do not want to become pregnant.” Surely that is a minority of the general public, yet every man and woman who needs health insurance will have to pay for this coverage.

The drugs that the mandate’s supporters say will be most advanced by the new rule, because they have the highest co-pays and deductibles now, are powerful but risky injectable and implantable hormonal contraceptives, now used by perhaps 5% of women. The mandate is intended tochange women’s reproductive behavior, not only reflect it.

Claim: “Contraception coverage reduces costs: While the monthly cost of contraception for women ranges from $30 to $50, insurers and experts agree that savings more than offset the cost. The National Business Group on Health estimated that it would cost employers 15 to 17 percent more not to provide contraceptive coverage than to provide such coverage, after accounting for both the direct medical costs of potentially unintended and unhealthy pregnancy and indirect costs such as employee absence and reduced productivity.”

Response: The government is violating our religious freedom to save money? If the claim is true it is hard to say there is a need for a mandate: Secular insurers and employers who don’t object will want to purchase the coverage to save money, and those who object can leave it alone.

But this claim also seems to rest on some assumptions: That prescription contraceptives are the only way to avoid “unintended and unhealthy pregnancy,” for example, or that increasing access to contraceptives necessarily produces significant reductions in unintended pregnancies. The latter assumption has been cast into doubt by numerous studies

Claim: ”The Obama Administration is committed to both respecting religious beliefs and increasing access to important preventive services. And as we move forward, our strong partnerships with religious organizations will continue.”

Response: False. There is no “balance” in the final HHS rule—one side has prevailed entirely, as the mandate and exemption remain entirely unchanged from August 2011, despite many thousands of comments filed since then indicating intense opposition. Indeed, the White House Press Secretary declared on January 31, “I don’t believe there are any constitutional rights issues here,” so little was placed on that side of the scale.

The Administration’s stance on religious liberty has also been shown in other ways. Recently it argued before the Supreme Court that religious organizations have no greater right under the First amendment to hire or fire their own ministers than secular organizations have over their leaders – a claim that was unanimously rejected by the Supreme Court as “extreme” and “untenable.”

The Administration recently denied a human trafficking grant to a Catholic service provider with high objective scores, and gave part of that grant instead to a provider with not just lower, but failing, objective scores, all because the Catholic provider refused in conscience to compromise the same moral and religious beliefs at issue here.

Such action violates not only federal conscience laws, but President Obama’s executive order assuring “faith-based” organizations that they will be able to serve the public in federal programs without compromising their faith.

The Toonari Post - News, Powered by the People!

Simple Energy has announced its integration with the Green Button, a White House coordinated initiative that will provide more than 10 million PG&E, SDG&E, and Southern California Edison customers with their personal energy data and allow them to view the information across a variety of platforms.

The Simple Energy Customer Engagement Platform transforms this personal energy data into an online game that allows users to compete with friends and win prizes for increased energy efficiency.

Households in the service territories of California’s three largest utilities can now download their energy usage data online with one click, accessing the past year of their energy data. This data can then be seamlessly integrated with the Simple Energy platform, which helps users to understand their energy use with actionable insights and an easy points system that scores them against their Facebook friends.

“We are excited to be able to work with the Green Button initiative to provide millions of customers across California with a social, fun and simple way of understanding their own energy data,” said Yoav Lurie, CEO and co-founder of Simple Energy. “By allowing people access to their energy usage data in a meaningful way on platforms where they are already spending their time such as Facebook, we make saving energy into an easy and enjoyable experience.”

Simple Energy is the first social energy application to go live to the public, with easy data uploading now available to over 15 million homes in California and Texas. The platform is available as a web application, by email and on Facebook, with a mobile application going live this month. Soon, Simple Energy will be available to more users around the country.

The Simple Energy platform normalizes customer’s energy usage, allowing participants to compete with their friends across the country — similar to a golf handicap. In addition, players can form teams in order to compete on behalf of a cause that they support, such as a school or community organization. Finally, the program follows strict privacy guidelines, comparing normalized scores among users without revealing any personalized, individual details about actual energy use.

For Simple Energy’s utility partners, the portal product that allows for seamless integration with their consumer energy data comes standard with the Green Button export and download integration feature. This standard integration will allow utilities that decide to work with Green Button to instantly offer their customers a social, fun and simple way to understand their own energy data.

In addition, the Simple Energy portal product also supports third-party API integration with any outside vendors that utilities may opt to include. The Green Button uses a voluntary industry standard supported by efforts of the Smart Grid Interoperability Panel, NAESB’s ESPI, that was developed for this more sophisticated use case.

The launch of the Green Button initiative follows the completion of an energy efficiency program piloted in San Diego, where the Simple Energy platform succeeded in more than doubling energy savings among participating residential customers during a three-month period.

“The amazing results from San Diego clearly demonstrate that the Simple Energy approach to motivating people to save energy really works,” explained Lurie. “People are naturally social and they like competing to win points and prizes. This is an intuitive way for people to easily save energy.”

The Toonari Post - News, Powered by the People!

Though it will appear in libraries under the nonfiction section, the United States Special Operations Command is claiming the book, SEAL Target Geronimo, is false. In former Navy SEAL Chuck Pfarrer’s novel, Osama Bin Laden died a much more controversial death. He claims that, contrary to the official story released by U.S. officials, the SEAL team broke into the compound and killed bin Laden within 90 seconds.

“It’s just not true,” U.S. Special Operations Command spokesman Col. Tim Nye said to the Associated Press. “It’s not how it happened.” In the official account of the operation, SEAL troops stormed the Pakistan compound on May 1, in the midst of a firefight. From there, troops found where Bin Laden was hiding, killing him.

In a conference held on May 3, White House Press Secretary Jay Carney announced details of the event. “The team methodically cleared the compound, moving from room to room, in an operation lasting nearly forty minutes,” he read. “They were engaged in a firefight throughout the operation…”

Pfarrer’s book has been on Amazon’s Top 20 Books sales list, as reported by the Associated Press. According to the report, he has also been featured on many media programs, including Fox News and CNN. In an interview with Good Day LA on Nov. 10, Pfarrer defended his book and the stance he took in it.

“Getting Osama Bin Laden off the street is a laudable and good goal, but the men and women who supported this operation and the valiant SEALS who carried it out deserve better than to have this shabby story of the ground-up assault and a murder in a bedroom,” he said. “History deserves the truth. The American public deserves the truth and the SEALS who carried this out deserve it.”

Pfarrer is also the author of Warrior Sould: The Memoir of a Navy SEAL. He is also contributed to many works in Hollywood. He is a writer and producer for Navy Seals, Darkman, Hard Target, The Jackal, Virus, and Red Planet. Since the official narrative was launched, the White House has had to modify the statements. The Defense Department released the following statement, as reported by Politico.

“In the room with Bin Laden, a woman – Bin Laden’s wife – rushed the U.S. assaulter and was shot in the leg but not killed,” the brief statement said. “Bin Laden was then shot and killed. He was not armed.” Originally, the narrative read that Bin Laden was armed and his wife was killed.

The Toonari Post - News, Powered by the People!

Barack Obama has been challenged this week. John Boehner, leader of the House of Representatives, wrote to the dear leader claiming that under the 1973 War Powers Act, his decision to authorize US military action in Libya without consulting congress was illegal under US law. The White House swiftly replied, stating that military action in Libya was not sufficiently serious that it necessitated congressional approval.

There is much to say merely on this footnote of the story. We might well debate the separation of powers, or the rights of the commander-in-chief, deep into the night. However, there is a much more important point to make, and one that Boehner’s challenge conveniently prompts. The war in Libya is undoubtedly illegal, regardless of US law.

Let’s begin with a little recent history. On March 18th 2011, President Obama delivered a speech announcing a NATO military operation in Libya, and the imposition of a no-fly zone. The media was almost unilaterally supportive, as it has remained ever since. Later that same day, Mark Mardell (BBC North America correspondent) sycophantically praised this new “Obama doctrine”, which entailed “acting within limits, leading only as a first among equals”.

“Barack Obama has been morbidly belligerent from the very first day he took power.”

To argue that Mardell’s assessment proved to be mistaken would be to miss the point, because even the limited measures announced on March 18th were transparently illegal (UN Security Council resolution 1973 authorized an internationally organized no-fly zone, not a NATO imposed one), and there was absolutely nothing ‘new’ about this facet of Obama foreign policy. Barack Obama has been morbidly belligerent from the very first day he took power. Within 12 hours of stepping into the elliptic office, he opted to order unmanned drone strikes in Pakistan – a precedent he has continued. George Bush authorized drone attacks in Pakistan a total of 45 times in his whole second term; just within Obama’s first year, he sent 53. The drone attacks themselves constitute a serious war crime, having killed at least 1,500 civilians and a mere handful of supposed ‘militants’. Obama has been carrying out an illegal bombing campaign in Yemen for the past two years, and still maintains the war in Afghanistan.

The White House response to Boehner openly claimed that the Libyan operation was not a war, but a mission to remove Muammar Gaddafi from power. Sickeningly, this script has become familiar to the point of tediousness. The US, UK or NATO announce ‘an intervention’, or a ‘humanitarian campaign’. The campaign, it is said, will be completely different from all previous wars. Strikes will be ‘targeted’, ‘collateral damage’ will be negligible, and of course just as the British government said in 1914, it will be so swift that it’ll all be over in a couple of months. Then the mission changes. A campaign that was authorized by UNSC resolution 1973 only to protect civilians in Benghazi by stopping Gaddafi’s airforce becomes a NATO “mission to remove Muammar Gaddafi from power”. According to any interpretation of Just War theory, this alone flagrantly disregards international law. Furthermore, the repeated air strikes on Gaddafi’s compound (and home) have made it absolutely clear that NATO are attempting to kill him. Whatever one thinks of the ‘intervention’ in Libya, we must accept that it is yet another illegal war.

Where does it go from here? On June 15th UK armed forces chief General Sir David Richards spoke to relieve fears that Britain would be unable to maintain its part in the war: “We can sustain this operation as long as we choose to” he confirmed, “I am absolutely clear on that”. His statement will no doubt come as a salve to British Foreign Secretary William Hague, who has stated that the UK is in Libya “for the long haul”.

This is revealing in itself. Regardless of what happens, or of what the current Libyan leadership does, NATO has confirmed that it will be there “for the long haul”. Saif al-Islam Gaddafi announced on the 16th of June that his father Muammar was willing to hold elections in Libya (monitored by the international community). NATO, I’m sure, will ignore this statement. The goal was never the promotion of democracy in Libya, or the protection of civilians, nor was it – I suspect – even “regime change”. The goal is simply ‘to be’ in Libya. Another oil rich Arab nation; another illegal war.
